A foreign qualification used for work in Montenegro may require recognition through the ENIC/NARIC service. The procedure covers primary education, general and vocational secondary education, post-secondary non-tertiary education and higher education. It uses an electronic application with scanned documents and an in-person decision process; court-interpreter translations or certified copies may be required. The decision is collected within 30 days after it is issued, while the total processing time and fee depend on the case and documents. Recognition of education does not replace a license for a regulated profession. For cross-border professional practice, the PSC provides information about the applicable recognition system. Seven professions use automatic minimum-training rules in EU arrangements: medicine, general nursing, midwifery, dentistry, pharmacy, veterinary medicine and architecture. Other cases use a general assessment of education, skills and experience, often including language requirements. Recognition for professional mobility is not a shortcut to a domestic license.

An occupation in Montenegro, called zanimanje, describes the main work a person performs and the skills and tools involved. The national occupation classification groups work into areas such as management, professional work, services, crafts, agriculture, transport and elementary occupations. Entry may depend on education, assessed skills, experience, an examination or a license. Working conditions depend on the employment contract, collective agreements, labour law and any sector-specific rules.
