Mongolia has no single nationwide housing form. The national statistics definition includes apartment buildings, detached houses, fenced-plot houses and dormitories as houses, while ger dwellings include traditional Mongolian gers and Tsaatan teepees. In the 2022 census, 941,547 households were recorded: 302,237 households, or 32.1%, lived in fully serviced housing; 279,639, or 29.7%, lived in houses or settlements without complete infrastructure; and 359,671, or 38.2%, lived in ger dwellings. In Ulaanbaatar, 216,989 households, or 50.1%, lived in houses or gers in infrastructure-deficient ger districts. Fully serviced housing has electricity, heating and water networks, an indoor toilet, an indoor bath or shower and a designated kitchen. Ger districts and many house plots may instead rely on partial or private systems for heating, water and sanitation. Check whether a dwelling remains usable during winter, how it is heated, whether water and toilets are available inside, how electricity is supplied, and whether roads and services remain accessible in the relevant season. Housing conditions and supply differ substantially between Ulaanbaatar, aimag centres, soum centres and rural areas. The main public bodies have different responsibilities. The Ministry of Construction and Urban Development, MCUD, sets national housing and construction policy, standards and programs. The State Housing Corporation, ТОСК or TOCK, manages state housing programs and parts of the public housing stock. The Ulaanbaatar Housing Policy Agency, HPA, handles relevant capital-city housing policy. Aimag, capital-city, district and soum authorities make local land and housing decisions. The General Authority for Land Administration, Geodesy and Cartography, GASR, handles land and cadastral matters, while the General Authority for State Registration records property and address rights. The Bank of Mongolia establishes the mortgage framework, the Mongolian Mortgage Corporation, MIK, supports mortgage pooling and securitization, and commercial banks assess individual borrowers. For a private rental, use a written agreement identifying the parties, dwelling, term, rent, deposit, utilities, repairs, notice rules and handover condition. A residential lease gives the tenant possession and use of the house, building or apartment in return for timely rent. The term may be fixed or indefinite, and common areas normally carry equal-use rights. The landlord should inform the tenant about planned improvement works. Private rentals are often arranged directly with an owner or through an agent, and the documents requested can vary. Mongolia has no evidenced nationwide central allocation system for ordinary private rentals. State and local housing programs use a separate application and selection process. Government Resolution 81 of 11 March 2026 approved the regulation on renting and transferring state-owned housing to citizens; the earlier Resolutions 138 of 2019 and 216 of 2020 were repealed by the current act. Eligibility, quotas, deposits, payment terms and selection criteria depend on the current regulation, project, quota and notice from ТОСК or the responsible local authority. Program logic can prioritize households without a suitable owned or possessed home, households in unsafe or non-compliant housing and households affected by redevelopment, but no automatic placement or universal state housing guarantee follows from those categories. A rent-to-own agreement, called түрээслээд өмчлөх locally, differs from an ordinary lease. Ownership does not arise merely because rent has been paid for a long time. The agreed payments, a legally valid transfer and registration with the State Registration of Property Rights must all support the transfer. The current state-owned-housing regulation controls new public rent-to-own pathways, while a private lease cannot be assumed to convert automatically into ownership. Check the legal status before buying, renting long-term or accepting a housing transfer. Review the registered owner, State Registration number, parcel number, land decision, cadastral map, address, utility status and, where relevant, the building commissioning documents. An apartment has its own immovable-property file and a related right connected with the surrounding land parcel. A registered certificate supports the ownership claim; an unregistered seller claim creates a high risk. For an initial immovable-property registration decision, the evidenced maximum is five working days after the authority receives the original supporting documents. Address or migration registration after moving in is a separate task and does not replace property registration. Land rights matter especially for ger districts and fenced house plots. For family-use ownership by Mongolian citizens, the statutory maximum area is 0.07 hectares in the capital, 0.35 hectares in an aimag centre and 0.5 hectares in a soum or village centre. Allocation depends on the annual land plan, the competent Governor's decision, land condition and quality, the cadastral field number and registration. A household must use land lawfully and register land possession, transfer or pledge where applicable. A ger on a fenced plot can form a functioning housing arrangement, but the presence of a ger does not prove registered land ownership. Foreign citizens and stateless persons cannot own land in Mongolia, including through marriage to a Mongolian citizen. The Constitution permits state land to be leased or used for a specified period and fee under the law. An apartment's immovable-property status is separate from ownership of land, so eligibility, transfer documents and registration must be checked for the specific transaction rather than inferred from the dwelling type. Mortgage financing generally goes through a participating commercial bank under Bank of Mongolia rules, with MIK supporting the wider mortgage system. A 6% subsidized housing-mortgage rate was set for loans granted from 1 October 2020 under amendment A-392, but access depends on current program funding, bank underwriting, income, existing debt, collateral, down payment, insurance and program criteria. Not every apartment, house or ger plot qualifies. By the end of 2024, the Bank of Mongolia reported cumulative mortgage lending of MNT 9.2 trillion to 133,000 households and an allocation of MNT 480.2 billion from the Savings Fund to the mortgage program in 2024. These figures describe the program's scale, not an individual entitlement to a loan. Housing costs include rent, a deposit, mortgage interest and down payment, utilities, heating, maintenance, land or property registration and applicable taxes or fees. Mongolia has no single national flat housing cost. The burden changes with location, dwelling type, season, utility connection, title status and program conditions. During occupancy, follow the lease, loan or program agreement. Apartment residents generally share common areas, while people using ger or house plots often handle plot maintenance, heating, water, sanitation and repairs themselves or through private arrangements. Keep the title documents, registry certificate, cadastral and land records, lease or loan agreement, payment evidence, utility records and signed handover record. A sale, transfer or mortgage release requires the relevant registry update. Moving out normally requires the notice stated in the contract, a handover inspection and reconciliation of the deposit. State or targeted housing cannot be assumed to be freely sublet or transferred; check the current program terms first. Redevelopment cases also require separate verification of the plot or asset, consent or compensation terms and any temporary housing arrangement.
