Living together in Macedonia

North Macedonia has no single nationwide service for everyday living together. The responsibilities are divided among the municipality, national authorities, independent bodies, civil society organisations and informal neighbourhood practices. A municipality, or Opština, is the local self-government authority led by a council and a mayor. Its responsibilities can include local services, urban planning, environmental matters and communal affairs. A mesna zaedica is a local community structure that can support local participation, but its practical role differs between municipalities. National laws and municipal bylaws regulate cleanliness, waste, the use of public areas and other communal matters. The Public Cleanliness Law provides a national basis, while the local communal service or public utility enterprise and the municipal communal inspectorate usually deal with reports and inspections. Fees, responsibilities and response times are not uniform across North Macedonia, so the relevant Opština should be checked for the specific address and issue. For a report, record the exact place, date, time, description and available photographs. Do not remove barriers, confront a threatening person or take another potentially unlawful private measure yourself. The municipality or, in the City of Skopje, the city and its public utility services may be responsible for squares, paths, waste collection, lighting and local order. An acute danger, act of violence, fire or medical emergency should be reported through 112; the police emergency number is 192. Peaceful protest and assembly are constitutionally protected, subject to the applicable rules. Municipal participation can include a citizen initiative, citizens' gathering, local referendum, petition, council procedure or public consultation. The effect and deadlines depend on the municipality and the procedure. Public calls and consultations through ENER can also provide formal opportunities to comment on proposed measures. The Constitution protects equality, national, cultural, linguistic and religious identity, association, religion, assembly and petition rights. Macedonian in Cyrillic is official throughout the country. Another language and script can also have official status locally when the legal threshold is met, regularly at 20 percent, but the practical availability of services differs between municipalities. Commissions for Inter-community Relations can support interethnic dialogue, advice and local conflict prevention, although their reach and function are not uniform. The Commission for Prevention and Protection against Discrimination, commonly called KSZD or CPPD, is an independent body for discrimination complaints. A complaint can be submitted electronically, by email at contact@kszd.mk, by post or in person. It should identify the complainant and opposing party, describe the facts, state earlier legal steps where relevant and include a signature. An association, foundation or trade union may represent someone with that person's consent. The Ombudsman deals with human-rights violations and non-discrimination or equitable-representation concerns caused by public bodies. A complaint to the Ombudsman may be written or recorded orally, has no prescribed form and is free of charge, but the Ombudsman does not handle a matter already pending before a court. The regular time limit is up to one year from the relevant act or decision. A neighbourhood or shared-living dispute can begin with direct discussion, the house or owners' management, the Opština, a communal inspectorate or a public utility enterprise. A neutral option is a licensed mediator listed in the mediators' directory. A legal dispute may require a court and lawyer. The Ministry of Justice provides primary free legal aid, and secondary free legal aid may be available to people with financial need and a justified case who reside or stay in North Macedonia. Acute threats require the police or 112. Keep messages, notices, photographs, names, dates and complaint references so that the course of the matter can be shown. Apartment-block coexistence is formally regulated through the Housing Law and its 2025 amendment. An owners' community, manager and house rules can address common parts, maintenance and relations between owners, tenants and third parties. Maintenance and management costs follow the Housing Law and the applicable house rules. A dispute normally starts with the owners' community or manager and can then move to the Regulatory Commission for Housing, an inspection body or a court. A proposed Social Housing Law dated 5 February 2026 is not a current legal entitlement. Digital coexistence also has defined complaint paths. The Agency for Personal Data Protection, AZLP, applies the Law on Personal Data Protection. The law provides rights to information, access, correction, deletion, restriction, portability and objection. A controller should generally answer an access request within 15 days and notify correction or deletion within 30 days. Start with the controller or its data protection officer, then request a determination from AZLP if the issue is not resolved. For an online photograph, fake profile, video or doxxing, request removal from the platform and contact AZLP. Online discrimination or harassment can also be reported to KSZD. Criminal threats or fraud belong with the Ministry of Interior or 112. Preserve screenshots, URLs and timestamps. People using shared and public spaces must follow local rules, keep public areas accessible and clean, respect the rights of neighbours and other users, avoid discrimination, hate and threats, and process personal data lawfully. Property rights operate with responsibilities toward the public interest. State and municipal bodies must process petitions and applications, but the available fees, channels and response periods vary. The Ombudsman is free of charge, free legal advice is available under the stated conditions, and mediation or court costs depend on the case.
