Disasters in Macedonia

North Macedonia has a formal system for risk assessment, protection and rescue planning, emergency coordination, evacuation, assistance and recovery. Commonly relevant risks include earthquakes, floods and flash floods, landslides, snowdrifts, ice, hail, drought, severe storms, forest and field fires, traffic accidents, industrial and mining accidents, explosions, hazardous-substance releases and infectious outbreaks. The practical response depends on the event, location and available local capacity. The Center for Crisis Management, called Центар за управување со кризи (ЦУК), provides 24-hour coordination, verified crisis information, inter-institutional communication and a unified assessment of risks and hazards. The Protection and Rescue Directorate, called Дирекција за заштита и спасување (ДЗС), prepares protection and rescue plans, maintains national response forces and material reserves, organizes training and exercises, and issues technical instructions. Municipalities prepare local plans, coordinate local crisis work and appoint damage-assessment commissions. The Ministry of Interior and police support public safety and traffic control, territorial fire units fight fires, and medical and humanitarian organizations provide assistance according to the situation. Report a fire, flood, landslide, natural disaster or other immediate crisis by calling 112. The call is free and available 24 hours a day. Give the exact location, describe what happened briefly, keep the line free afterwards and follow the operator's instructions. The Hydrometeorological Service, Управa за хидрометеоролошки работи (UHMR), issues weather and hydrological forecasts and warnings, including information about severe weather and floods. Public warning and flood-monitoring coverage is not uniform across the country; the available research identifies gaps in automated stations, hazard and risk maps and hydrological modelling. Follow official warnings, stay away from blocked or dangerous areas and do not obstruct rescue work. Evacuation, temporary accommodation, first aid, rescue, fire and explosion protection, hazardous-substance protection, flood protection and designated protective spaces are recognised protection measures. Assembly points, evacuation paths and timing depend on the municipality and event, and no single publicly documented national evacuation plan was established in the available research. Emergency assistance can include medical care, drinking water, food, medicines, hygiene supplies, energy, transport access, municipal services, animal feed and protection of cultural heritage. Material assistance for affected people is generally provided without charge, but access depends on the event, operational decisions and local capacity. The Ministry of Social Policy, Demography and Youth may provide one-time assistance of up to 30,000 MKD for social risk caused by an earthquake, flood or fire, subject to separate social-assistance conditions. Municipalities may provide additional disaster assistance. Municipal damage commissions begin recording damage immediately and submit their report to the state commission within a maximum of 360 days after the disaster ends. A municipality may publish a call for damage reports or one-time assistance. Applications commonly require an account of the situation, ownership or location information, an official damage confirmation, photographs and bank details; the local call sets the actual deadline. Compensation is not automatic or necessarily complete. The amount depends on documented damage, eligibility criteria, insurance, available funds and a government or municipal council decision. Public infrastructure recovery focuses on water, energy, transport, communications, sanitation, health care and other municipal services, with responsibilities divided by sector and coordinated by the Center for Crisis Management.
