Municipalities and public utility enterprises handle many practical services, including street lighting, drainage, sewerage, waste collection, water supply, road and public-space maintenance. The City of Skopje and its municipalities organize services within the capital, while the Ministry of Environment and Physical Planning, the Environmental Administration, the Ministry of Local Self-Government, the State Statistical Office and the Energy, Water Services and Municipal Waste Management Services Regulatory Commission provide national administration, information or regulation. Service coverage, interruptions, tariffs, connection conditions and complaint routes can differ by municipality, settlement and provider. Air quality is commonly assessed through PM10 and PM2.5 measurements. Recurrent pollution affects the Skopje Basin and other urban or industrial corridors, with household heating, industry, traffic, construction and road dust, and temperature inversions contributing to episodes. The official air-quality portal provides station data and alerts. During a pollution episode, the current station or air-quality reading should guide outdoor activity, ventilation and protection of vulnerable people. A single station does not establish exposure for the whole country. An estimate for 2018 to 2020 associated about 3,800 premature deaths per year with air pollution, equal to 17.7% of total mortality; this is a national estimate, not a personal risk calculation. Environmental noise is mainly associated with traffic and production machinery. North Macedonia's Law on Environmental Noise provides the framework for limits, indicators, monitoring, planning, protective measures, information and inspection. Local coverage and response channels remain uneven. A useful complaint record identifies the source, address, times, duration, evidence and possible measuring information, then sends it to the relevant municipality or inspection body. Water conditions depend on the river basin, settlement, water provider and infrastructure. North Macedonia has four river basins—Vardar, Crn Drim, Strumica and South Morava—and three natural lakes: Ohrid, Prespa and Dojran. State systems monitor rivers and lakes, while health authorities, municipalities and water providers contribute to drinking-water and bathing-water oversight. Continuity of supply, sewerage, wastewater treatment and quality vary locally. A specific warning from the provider or competent authority takes priority over general assumptions; the national situation does not justify treating bottled water as a universal substitute. Municipal green areas include parks, tree stands, riverbanks, playgrounds, shaded places and peri-urban open space. Their access, maintenance, shade and contribution to heat relief depend on local programmes and conditions. Urban plans, municipal programmes and environmental or strategic assessments can change land use, public space and infrastructure. Environmental information and public procedures are generally accessible. A typical procedure publishes the material, provides an inspection period, accepts written comments or a hearing, and ends with a decision and reasons. Participation does not automatically create a veto, and deadlines, standing and appeal options depend on the procedure. Waste services also vary locally. In 2023, North Macedonia generated 878,303 tonnes of municipal waste, or 503 kilograms per person. Of the collected amount, 621,686 tonnes, 85.4% was mixed municipal waste, and 99.8% of collected waste was deposited in landfills. The Skopje Region accounted for 169,515 tonnes, or 27.3% of the collected amount. Collection schedules, fees, separation options, illegal dumping reports and recycling access must be checked with the municipality or public utility enterprise. Regional landfill and waste-planning reforms are changing the system, but a nationwide recycling service cannot be assumed. Floods and flash floods, forest fires, landslides, heat, drought, earthquakes, water or infrastructure failures and winter air pollution can affect everyday safety. Floods were the most frequent and costly natural hazard in North Macedonia from 1990 to 2023 in World Bank reporting; flash floods in 2016 caused 22 deaths and about USD 100 million in damage. The Crisis Management Center coordinates crisis information, and the Protection and Rescue Directorate supports protection and rescue. The free emergency number 112 operates around the clock. Local warnings, safe heating, carbon-monoxide and smoke protection, evacuation information and a basic emergency kit should match the specific hazard and location. Environmental and spatial changes are driven by national measures, European Union alignment, IPA, EBRD and World Bank projects, and municipal programmes; a proposal, approved plan, funded project, completed construction, operating service and measured result are different stages and should not be treated as equivalent.
