Registration creates access to matching services but does not promise employment or income replacement. The Ministry of Labour and Rehabilitation, its local offices and the هيئة سوق العمل have relevant responsibilities, but institutional responsibility and actual service availability can differ because public administration is fragmented. The local office and the applicable institution should therefore be confirmed in the applicant's place of residence. Ministry pathways can include matching, training, qualification, rehabilitation, human-resources development, the Libyan-Korean Vocational Training Center and follow-up. These services support re-entry into work but do not create an automatic job offer. A separate statutory income-support provision exists for certain insured national workers. Under Article 38 of Law No. 13/1980 and Decree No. 303/1988, the worker must generally have lost lawful work involuntarily before retirement age, have no pension entitlement and not have left voluntarily or through misconduct or neglect. The previous employer may continue paying the former wage or income for up to six months. If no suitable position is found during the first six months, the legal framework provides for continued payment until suitable work or a suitable function is found, but current nationwide payment practice and processing standards are not independently confirmed. A self-employed person may qualify based on the last income subject to contributions until obtaining or renewing a professional licence. The period can continue to count for pension insurance. An applicant for this statutory support should submit the claim through the functionally responsible local labour or service office and provide evidence of qualifications and work experience. The framework requires regular attendance, described as at least weekly, active job seeking and acceptance of suitable work unless there is a valid reason to refuse it. The first unjustified refusal can reduce payment by 20%, the second by 50% and the third can end payment completely. Payment also ends when the person resumes suitable work. Eligibility and enforcement depend on insurance status, the reason for termination and local administrative practice; records from the employer, the local labour office and the صندوق الضمان الاجتماعي can help establish the claim. The المعاش الأساسي is a separate means-tested basic-income system for people whose livelihood is absent or insufficient. It is not unemployment-specific and should not be treated as an automatic replacement for lost wages. Access commonly involves proof of residence, a social assessment and a bank account, with the responsible local office and current requirements needing confirmation. The 2022 survey figures describe a research population rather than a current benefit register or live payment total. The survey recorded 18.4% unemployment among women and 13.3% among men, but regional access to services and income support can differ substantially.

Unemployment in Libya covers a period without desired paid work, job-seeker registration, job matching and possible income support. The 2022 National Labour Force Survey recorded 354,265 people seeking work and an unemployment rate of 15.3%; the rate was 23.1% among people aged 15–24 and 32.1% among those aged 25–34.
