The main legal basis is the Law on Social Security (Amended Version), Ref. 54/NA of 27 June 2018. It establishes an Unemployment Benefit Fund administered through the LSSO under the Ministry of Labour and Social Welfare. Administration runs from the central level through provincial or capital departments to district or municipal Labour and Social Welfare Offices. The benefit generally concerns employees in legally registered labour units. Public-sector unemployment is regulated separately, and the current English text does not establish that civil servants receive the same claim under Part III. Voluntarily insured people and self-employed workers are expressly excluded from unemployment benefit, even though voluntary insurance requires a 9% contribution. Employers contribute 6% and employees 5.5% of insurable earnings. Employers or labour units should register workers within 30 days, and the worker needs a social-security card and contribution record. A claimant normally needs at least 12 months of unemployment contributions during the previous 24 months. The qualifying causes listed in the research include bankruptcy, business termination, termination of an official development assistance project, temporary business closure because of a natural disaster, and workforce reduction or lay-off. The responsible agency must certify the unemployment. The person must have been unemployed for at least 30 days, remain healthy and be able to return to the labour market. Voluntary resignation and disciplinary dismissal are not listed as qualifying causes in the current English text, so their treatment should be confirmed with the responsible Lao authority before a claim is prepared. The payment equals 60% of average insurable earnings during the last six months. The payment period is 3 months for 12 to 36 contribution months, 6 months for 37 to 72 months, 9 months for 73 to 144 months and 12 months from 145 contribution months. Payment ends when the approved period expires, the claimant starts a new job, the claimant unjustifiably refuses a job offer or the claimant dies. A later claim requires another 12 months of unemployment contributions. A claim normally includes official unemployment certification, a proposal or claim form, a copy of the social-security card, certified benefit or contribution records and other relevant documents. The LSSO or responsible line management reviews a complete corrected application within 30 days. The current English law does not identify a separate unemployment-specific filing deadline or application fee. Certification procedures, claim forms, local office practice and any benefit ceiling should therefore be confirmed with the responsible provincial, capital or district office. Employment Service Centres and provincial or capital Labour and Social Welfare Departments can provide vacancy information and job-placement support. The Public Employment Service at job.lmi.gov.la offers job searches, vacancy listings and domestic unemployment certificates. The LSSO may also refer claimants to vocational training for reintegration. These services support a return to work and do not create a separate unemployment benefit. Labour-law rules can affect the transition into unemployment. For an indefinite contract, the notice period is 30 days for physical labour and 45 days for mental labour. During notice, the worker receives one paid job-search day per week. Retrenchment requires consultation with the trade union or employee representatives or the majority of employees, notification to the Labour Administration Agency and written reasons. Compensation is generally 10% of the last salary multiplied by the months worked, while unjustified termination is associated with 15% compensation under the cited rules. Protected termination cases require Labour Administration approval. Outstanding wages and other contractual payments should be secured separately from the unemployment claim. When a claimant starts a new job, unemployment benefit ends. The new employer should register the employee within 30 days. Contribution periods can accumulate after job changes, resignation or a temporary work stoppage, but the period during which unemployment benefit is paid does not count as an insurable contribution period. Labour disputes can proceed through mediation or arbitration, administrative resolution, an economic dispute organisation and, where applicable, the court. Formal coverage does not reflect the whole Lao labour market. The 2025 ILO review reported that about 9 in 10 workers were not socially insured, while 52% of the labour force could potentially contribute. Agriculture, fishing and forestry were reported as 98% informal, with 95% uninsured in that group. A 2025 modelled unemployment rate of 1.2% is a labour-market indicator, not a count of unemployment-benefit recipients and not a measure of underemployment or informal work. Practical access can be restricted by registration, identity documents, contribution records, limited knowledge and long travel distances.
Unemployment in Laos
Unemployment in Laos is addressed through a contributory social-security benefit for eligible employees and through job-placement support. The Lao Social Security Organization (LSSO) provides monthly unemployment benefit to insured workers who lose work for qualifying reasons and have at least 12 months of unemployment contributions in the previous 24 months. The benefit equals 60% of average insurable earnings from the previous six months and lasts between 3 and 12 months, depending on the contribution record. Coverage remains limited because most workers are not socially insured, especially in informal work.
