Entry depends on the passport, visa category, purpose of travel and checkpoint used. An ordinary passport normally needs at least six months of validity. The Lao Digital Immigration Form has applied since 1 September 2025 to foreign nationals and stateless persons using passports at four international checkpoints, with registration possible up to three days before entry or departure. The electronic visa is available only for tourist visa T-B3, permits one entry, requires an approval letter and is normally processed within three working days. It can be used at Wattay, Luang Prabang, Pakse, Friendship Bridge I, II and IV, Boten Checkpoint, Boten Railway and Khamsavath Railway. An eVisa does not itself guarantee admission, and entering with a different passport from the one used for departure can lead to refusal of re-entry. Visa categories include diplomatic, service, courtesy, spouse, long-term, permanent, expert, transit, business, student, press or mass media and labor visas. Multiple-entry and special visas may require prior approval from the Ministry of Foreign Affairs. Residence administration includes extensions before expiry, 90-day registration for people working in Laos and Stay Permits for eligible workers, investors, project developers and people legally married to a Lao citizen. Investors and project developers may receive permits for one to five years, subject to the applicable conditions. Employment normally requires a labor visa, work permit and Stay Permit. The employer or project submits a work plan, obtains the relevant labor approval and quota, and coordinates the visa, work permit and residence steps with the responsible authorities. A work permit may depend on age, professional competence, health, knowledge transfer and a blacklist check; the reviewed labor guidance refers to a minimum age of 20 and a permit period of 12 months. A person may not work, conduct business or practise a profession outside the authorization granted. The Investment Promotion one-stop service can coordinate applications for qualifying investment activities. Foreign nationals must follow Lao laws, social order and applicable traditions, stay in an approved accommodation and avoid unauthorized employment or business activity. Accommodation providers register passport information and notify the authorities within 24 hours. A Stay Permit or registration may be withdrawn for legal violations or activity outside the approved purpose, and the permit must be returned when the authorized activity ends. Overstay can result in a fine and warning record; for several non-tourist categories, the cited penalty is 100,000 LAK per day, while that figure should not be transferred to tourist cases without confirmation. Permanent residence has separate conditions under Decree No. 472/Gov. Possible bases include at least ten years of continuous legal residence, Lao origin, certain family relationships with a permanent resident, more than two years of continuous legal marriage to a Lao citizen, qualifying investment with registered capital above USD 500,000 that has remained stable for more than five years, recognized expertise, state privilege or a documented contribution to the country. Permanent residence does not automatically grant Lao nationality. Naturalization generally requires age 18 or older, respect for the Constitution and laws, fluent Lao speaking, reading and writing, social and cultural integration, good health, no relevant serious conviction, stable economic circumstances, at least ten years of continuous permanent residence and, in most cases, renunciation of the previous nationality. The application requires Lao documents or certified translations and passes several administrative review stages before an interview and government decision. Laos has no national asylum or refugee-status determination system identified in the applicable research and is not a party to the 1951 Refugee Convention. UNHCR may assess cases under its own mandate, generally from Bangkok, while recognized refugees do not receive a regular local permanent protection status through Lao immigration law. Removal can follow illegal entry, invalid documents, completed criminal proceedings or other legal violations. A general formal appeal with guaranteed suspensive effect against visa, entry or removal decisions has not been established in the reviewed official sources; the Department of Immigration hotline 1502, the Ministry of Foreign Affairs and diplomatic missions provide contact channels but are not thereby confirmed appeal bodies.
Immigration law in Laos
Immigration law in Laos governs entry, visas, residence, work authorization, permanent residence, citizenship, refusal and removal. Foreign nationals generally need a valid passport or travel document, an authorized entry checkpoint and either a visa or an applicable exemption. Treat your purpose of stay in Laos as the starting point for every immigration decision. A short visit, employment, study, family stay, investment, permanent residence and citizenship use different permissions, so the main risk is acting under a status that does not cover your actual activity. Keep passport, visa, residence, registration and work-permit dates together and confirm uncertain requirements with the responsible Lao authority before acting.
