Kyrgyzstan has formal occupational systems across agriculture, veterinary work, fisheries, mining, construction, metalworking, electrical and energy work, transport, automotive and railway services, telecommunications, textiles, leather, footwear, printing, food production, hospitality, tourism, information and communication technology, education, healthcare, social services, emergency response, administration and law. Tasks and required skills vary by sector and employer. ОКЗ 009-2019, the Общереспубликанский классификатор занятий, is the national occupational classifier. It describes an occupation as stable work functions performed at a workplace for income and uses a hierarchy from one-digit to four-digit groups. A special vocational qualification is not required for every classified occupation. The ОК КР or ГКПДТР may also be used for job and position classification. Professional standards describe specific work functions and competencies. Formal entry pathways include начальное профессиональное образование (НПО), среднее профессиональное образование (СПО) and higher professional education (ВПО). НПО can follow basic or general secondary education, and some programs allow access without completing basic general education. Programs may be offered through vocational lyceums or integrated general and vocational education. A program commonly lasts about two to three years after basic education and about one to two years after secondary education. Short initial, retraining and continuing-training programs can last up to one year. Completion may result in a diploma with a qualification or a short-course certificate and an official admission document. СПО can follow basic or general secondary education or НПО. Accelerated study may be available after НПО in the same profile. Admission can include the ОРТ admissions test, with the required threshold set annually. ВПО includes bachelor, specialist and master programs and can be entered after secondary education, НПО, СПО or another higher-education qualification through competitive admission and applicable ОРТ requirements. A formal diploma is not the only pathway by which skills appear in professional practice. Non-formal training, informal learning and practical experience may be assessed through validation or independent certification of professional competencies. Professional organizations, sector associations and employer associations may conduct or support such certification. Recognition of skills does not automatically create a legal right to work in a regulated occupation. Foreign educational documents are reviewed by the competent education or quality-assurance authority. Medical, pharmaceutical and biological qualifications obtained abroad additionally require нострификация and аттестация. A translation of a foreign diploma or completion of a short course does not by itself create professional authorization. Rules differ sharply between sectors. Medical and pharmaceutical work requires the relevant diploma, a specialist certificate, аттестация and registration. Foreign qualifications in these areas also require нострификация. Construction specialists may need a primary state qualification certificate. Legal practice requires an адвокатская лицензия. International freight and passenger transport requires an activity permit. Industrial safety, fire safety and educational activity are generally licensed as activities or organizational operations rather than through one universal professional title. The current eLicense information and the rules of the relevant sector should be checked for each occupation. Employment conditions are normally set through a written трудовой договор, prepared in two copies. The employer should issue an employment order within three days of the start of work, provide internal work rules and occupational-safety instruction, and maintain the трудовая книжка where applicable. A probation period can last up to three months, or up to six months for managers and chief accountants. Paid annual leave is generally 28 calendar days, with the regular first entitlement arising after 11 months. Shift work, field work and hazardous conditions depend on the sector and workplace. Employers are responsible for stable and safe conditions, occupational safety and timely wage payment, while the labour inspectorate can inspect contracts, wages, safety and workplace accidents. Career development can proceed from НПО to accelerated СПО and then to ВПО, or through short retraining and continuing-training programs. The National Qualifications Framework (НРК) and the National Qualifications System (НСК) provide competency references. As of 30 May 2025, the Ministry of Labour register contained 78 approved professional standards, with further updates planned. A certificate or higher qualification does not automatically determine promotion or pay; employers, sector, experience and the relevance of the qualification also affect those decisions. There is no single nationwide professional fee. Public and contract-based education, provider prices, examinations, recognition procedures and licences can involve different costs. НПО usually takes about one to three years overall, short courses up to one year, while СПО and ВПО follow the duration of the selected program. Recognition, аттестация and registration have case-specific and sector-specific processing times. The responsible bodies include the Cabinet of Ministers, the education authority, the Ministry of Labour, Social Security and Migration, the National Statistical Committee, sector regulators, professional organizations and employer associations.
