The Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce of the Kyrgyz Republic, commonly called FinNadzor, licenses insurance organizations and regulated brokers. It maintains registers and supervises reporting, technical reserves, premiums and payouts. On 31 December 2025, the market had 19 insurance and reinsurance organizations: 14 with entirely Kyrgyz capital and 5 with non-resident participation. Register categories overlap and included property insurance at 18 organizations, personal insurance at 19, life insurance at 3, mandatory insurance at 13 and liability insurance at 19. The Social Fund of the Kyrgyz Republic manages state social insurance. Contributions create individual insurance accounts from 1996 and support old-age, disability and survivor pensions together with other benefits. For certain employers and organizations, a 2024 reform set combined social contributions at 12.25%: 2.25% from the employer and 10% from the employee. The employer share consists of 1% for the Pension Fund, 1% for the Mandatory Health Insurance Fund and 0.25% for the Employee Health Improvement Fund; the employee share consists of 8% for the Pension Fund and 2% for the State Accumulative Pension Fund. Sector and employer exceptions apply. Pension applications can be filed through a regional Social Fund office, a service centre in Bishkek or Osh, or Tunduk, with a stated processing period of 15 days. Mandatory insurance in Kyrgyzstan covers housing against fire and natural disasters, vehicle-owner liability under ОСАГО, employer liability for work-related injury, liability of passenger transport providers, liability for dangerous-goods transport and liability of companies operating hazardous production facilities. State life and health cover also applies to military personnel, while crop production has separate rules. The ОСАГО Law No. 192 of 24 July 2015 remains in force. From 1 July 2025, the fine for an uninsured private vehicle owner is 3,000 som and for a legal entity 13,000 som. Foreign vehicles and legal entities were already subject to sanctions before that date. OSАГО coverage was approximately 61% in 2026. The European Accident Protocol is recorded as becoming available only after coverage reaches about 80%. In 2025, ОСАГО premiums totalled 2,526.1 million som and payouts totalled 333.5 million som. Housing insurance had 356,062 contracts, 279.2 million som in premiums and 31.8 million som in payouts in 2025. Law No. 122 dated 24 July 2026 provides for an insurance pool for housing cover, with entry into force scheduled for 29 January 2027. Voluntary insurance includes property, personal, liability and life cover. In 2025, voluntary premiums totalled 6,933.1 million som: 3,595.9 million for property, 2,874.7 million for personal insurance, 461.9 million for liability and 0.6 million for life insurance. Voluntary payouts totalled 1,018 million som. These figures show that property and personal cover dominate voluntary insurance, while life insurance remains marginal. Only a licensed insurance organization or regulated broker should arrange cover. Check the provider and its licence class in the FinNadzor register. The policy should state the insured risk, sum insured, premium, term, exclusions, beneficiary, notification deadline and payment method. Keep the policy, contract and payment receipt. Premiums are not uniform: voluntary prices depend on the risk, insured sum, person, vehicle or property, term, tariff and insurer, while mandatory tariffs and liability limits are set by the applicable rules. To claim a payment, submit a written request to the insurer with the policy or contract, identity document, evidence of the event and damage, and any required authority or medical records. An ОСАГО claim may require the policy, a certified accident diagram, an accident certificate, an alcohol-test record, identity and driving or vehicle-use documents, plus additional proof of the damage. Notification and payment deadlines depend on the product and applicable law, so no single general deadline applies to every policy. If the insurer unjustifiably refuses or delays payment, the policyholder can complain to FinNadzor and may also bring the dispute before a court. The policyholder must provide truthful information, pay premiums, report insured events and cooperate with the insurer's review. The insurer must maintain its licence and reserves, submit required reports and make payments when the contract and law establish liability. State supervision does not amount to a general government guarantee of every insurer's payment. An ОСАГО vehicle ownership change requires the policy to be transferred to the new owner and may require a premium recalculation and additional payment; replacing the vehicle and changing the term are not permitted within the existing ОСАГО contract. Other changes, renewals and cancellations follow the policy and applicable law. Medical treatment itself belongs primarily to health regulation, while insurance concerns the financial cover and claim connected with that risk.

Insurance in Kyrgyzstan uses statutory and voluntary contracts to cover defined personal, property, liability and income risks. Mandatory cover includes vehicle-owner liability under ОСАГО, housing against fire and natural disasters, and several employer, transport and hazardous-activity liabilities.
