Kyrgyzstan has about 34,000 kilometres of roads, and road transport accounts for about 98% of passenger transport and 96% of freight transport according to the Ministry of Transport and Communications. In 2024, buses carried about 8,495.8 million passenger-kilometres, taxis 1,223.7 million, air transport 1,975.2 million, trolleybuses 82.3 million and rail only 25.4 million. These figures show why buses, minibuses and taxis are usually more relevant for everyday travel than trains. City bus and trolleybus services are organised by local self-government bodies and mayors' offices. Suburban and intercity services are coordinated by the Ministry of Transport and Communications with local authorities. A carrier normally operates under an approved service contract, and a new service should have its timetable information available at least five weeks before operation. Passengers should board and leave at designated stops, pay the fare and keep the ticket until the journey ends. In Bishkek, the municipal bus and trolleybus fare is 17 KGS with cashless payment and 20 KGS in cash; cash passengers should keep the receipt. International bus journeys require a ticket, baggage documentation where applicable, an authorised carrier and an approved border crossing. Rail passenger transport is legally established, and tickets can be searched for and bought through railway.kg. Its national use remains limited, and rail does not provide nationwide coverage comparable to buses. Air transport is more suitable for some long-distance journeys, but prices and departure times change and should be checked close to the planned journey. Kyrgyz Avtobeketi handles bus-station and intercity arrangements, while Kyrgyz Temir Zholu is responsible for rail services. Private cars are widely used. The Ministry of Natural Resources recorded 1,909,961 vehicles as of 1 January 2026, while an earlier official figure recorded 1,248,810 privately owned passenger cars as of 1 January 2025. Vehicle registration and re-registration are conducted electronically nationwide. The required identity, ownership and import documents depend on the case and the holder's status. After acquiring a vehicle, the owner must obtain compulsory third-party motor liability insurance within five working days and keep the cover active; a policy can run for no more than 12 months. Road users follow the Traffic Rules of the Kyrgyz Republic, including Resolution No. 421 of 1999 and later amendments. The State Directorate for Road Safety of the Ministry of Internal Affairs, known as GUOBDD, carries out road-safety control. Drivers must present the required vehicle and transport documents, use a technically safe vehicle and wear a seat belt where the vehicle is equipped with one. Commercial passenger transport requires the applicable licence or permit. In 2024, 7,102 road crashes were registered, and an official regulator assessment attributed 88.3% to driver-related causes, so speed, vehicle condition and driver behaviour have direct safety consequences. Passengers have specific refund protections on intercity and suburban services. A refund may be available when the carrier is responsible, when no seat is provided or when departure is delayed by more than one hour. Returning an intercity ticket up to two hours before departure generally results in a 5% deduction, and returning it later but before departure generally results in a 15% deduction. If a passenger misses an intercity departure, rebooking within three days may be possible with a 25% surcharge, or a refund may be issued with a 25% deduction. For suburban services, the relevant period is generally 30 minutes. Cycling and walking are used as individual forms of mobility, but the available research does not establish a single nationwide access, tariff, network or support system for them. Infrastructure and local arrangements must therefore be checked separately with the relevant city or municipality. Traffic rules still apply when cyclists and pedestrians use public roads and shared road space. Motor vehicles are the dominant transport-related source of environmental pressure. The Ministry of Economy has estimated that motor vehicle transport produces about 90% of total emissions. Kyrgyzstan recorded 15,278 electric vehicles and more than 100 charging points in Bishkek, representing about 0.8% of the vehicle stock. A nationwide Green Taxi service has been planned, but a fully established national operation is not confirmed by the available evidence. A universal technical inspection system for 2024–2027 is a planned implementation process; the available sources do not establish that a completed nationwide inspection duty already applies in every case.
