Early childhood education usually serves children from ages three to five. Basic Schools, Recognised Basic Schools, Infant Schools or Departments, and private nurseries, kindergartens and preparatory schools provide these services. The Early Childhood Commission, known as the ECC, registers early-childhood institutions. Registration is legally required; the listed registration fee is J$1,500 and renewal takes place every five years. Fire-safety and public-health checks form part of the process. An Early Childhood Institution, or ECI, is a facility serving at least four children under six for no more than six hours per day. Primary education normally covers Grades 1–6. Children may attend a Primary school, a Primary and Junior High school, an All-Age school or a Preparatory or independent school. The National Standards Curriculum guides teaching. Schools use a Grade 1 Individual Learning Profile, a Grade 3 Diagnostic Test and Grade 4 literacy and numeracy assessments. At Grade 6, the Primary Exit Profile, or PEP, supports placement into Grade 7. PEP results and available capacity affect placement, so a first-choice high school is not guaranteed. Secondary education usually begins in Grade 7. The first cycle covers Grades 7–9 and the second cycle covers Grades 10–11. High Schools, Technical High Schools and Independent High Schools offer different programmes. Students commonly sit Caribbean Secondary Education Certificate examinations, known as CSEC, at the end of Grade 11. Sixth Form, pre-university programmes and the Career Advancement Programme can continue through Grades 12–13 and may lead to Caribbean Advanced Proficiency Examinations, or CAPE. School-based CVQ or NVQJ routes may appear as an exit or boundary option, but detailed vocational training belongs to a different subject area. The Ministry of Education, Skills, Youth & Information, abbreviated MoEY, coordinates national education policy. Regional Offices, school boards and principals handle local administration. The National Education Inspectorate, or NEI, inspects primary and secondary schools, including leadership, teaching, curriculum, resources, student progress, personal and social development, safety, health and wellbeing. The Education Act 1965 and Education Regulations 1980 provide the legal framework for school registration, inspection, school boards and duties of schools, students and parents. Government policy supports access to education from ages three to eighteen through public provision and institutional arrangements. In declared compulsory-education areas, parents have a duty to arrange age- and ability-appropriate full-time education and regular attendance. Public early-childhood, primary and secondary education is generally provided without tuition fees under government policy, but families may still face transport, uniforms, meals, supplies or other charges. Public high schools receive core operational support from the government. Approved or minimised registration charges do not allow a student to be denied placement or registration solely because of non-payment, although schools may request contributions for development or sports. Private and independent school costs depend on the institution and location. School admission commonly takes place from May to July. Infant and primary applications are often handled in May, while high-school applications are often handled in June. A school may request an application form, a passport photograph, a birth certificate and an immunisation card. Children under seven generally need proof of immunisation before entry. Transfers usually require contact between the releasing and accepting principals and the transfer of identification and school records. Daily school life includes attendance requirements, school rules, dress codes and communication between parents and teachers. A principal may suspend a student for up to ten school days. Young children should not be sent home without supervision. The School Feeding Programme provides meals and Nutribun through the Ministry of Education and Nutrition Products Limited, while the Textbook Loan Scheme supports students in public secondary schools. Special education is provided through government-owned or government-aided schools and units, private facilities and community facilities that may receive government support. The Special Education Unit of the Ministry of Education supports services for learners aged three to twenty-one, including learners who are deaf or hard of hearing, blind or visually impaired, physically or intellectually disabled, have learning disabilities or autism, or are gifted. Assessment and referral can lead to resource-room support, resource teachers, specialised placement or examination accommodations such as Braille and large print. Inclusive mainstreaming, specialist units and special schools operate alongside one another. Availability can differ by parish, school capacity, transport and the learner’s assessed needs.

Public education is generally government-funded, while private school fees vary by institution.
