Apprenticeship in Jamaica

A Registered Apprenticeship Programme (RAP) assigns a trainee to a company for structured occupational learning under a work-based learning agreement. HEART/NSTA Trust provides registration, curriculum support, monitoring and assessment, while the employer supplies workplace training and supervision. Training takes place mainly in a firm and may include theory at a HEART TVET institute or another approved provider. Access is available islandwide, but the actual offer depends on the parish, provider, employer match and intake. RAP information generally sets entry at over 16 years and at least Grade 9. Some current applicant information lists applicants aged 17 or older, so the age rule and available occupation should be checked for the specific intake. Common documents include an identification document, birth certificate or passport, driver's licence, Taxpayer Registration Number, photograph, résumé, working email address and mobile number. Selection can include an application, psychometric or diagnostic testing and checks in Mathematics and English. A place is not automatic: the applicant must meet the programme requirements and be matched with an available employer or training place. RAP training can last from one to four years. Depending on the occupation and completed units, a trainee may receive a Customized Certificate, Job Certificate, National Vocational Qualification of Jamaica (NVQ-J) or Caribbean Vocational Qualification (CVQ). Pre-apprenticeship programmes commonly last six to twelve months. The School Leavers' Training Opportunities Programme (SLTOP) generally serves recent school leavers aged 17 to 23 for about one year, with workplace learning leading toward a CVQ or NVQ-J. The HOPE National Service Corps serves unattached young people aged 17 to 29 for six months to one year through workplace, online and face-to-face learning. The Jamaica National Service Corps generally serves people aged 18 to 23 for one year through a Jamaica Defence Force and HEART pathway that may be military or skills-based. Other programmes target particular industries. The 2026 Hospitality Apprenticeship Programme placed 88 trainees in food and beverage service, housekeeping, culinary arts and hotel maintenance in partnership with Sandals Corporate University. The Expanded Apprenticeship programme planned 300 youth over two years in construction and hospitality, with reported payments of J$13,500 to J$16,500 per week and compulsory savings of 10%. A Cultural Apprenticeship pilot planned 200 participants in creative and business skills with reported payment of J$69,000 per month. Apprenticeship 3.0 is described as a hybrid, industry-linked model, but its intake and detailed conditions depend on the current offer. Training follows competency-based occupational standards. The employer records workplace performance, while HEART or an approved provider may deliver core skills and theory. Attendance alone does not produce a qualification. The trainee must demonstrate competence in the required units through workplace evidence, a portfolio or a Challenge Test. Prior Learning Assessment (PLA) can recognise learning gained through courses, workshops, paid or voluntary work, self-employment and self-study. Successful assessment of the full requirements can lead to an NVQ-J or CVQ; partial completion may lead to a Job Certificate or Customized Certificate. A qualification can support occupational entry, job placement or further progression, but it does not guarantee employment. HEART applicant information lists no course fee for formal NVQ-J and CVQ courses at levels 1 to 4, and institution-based NVQ-J, Job Certificate and Customized Certificate courses are generally free. Work-Based Training (WBT) may include a stipend, but no general stipend guarantee applies to every programme. Sector pilots can have their own payment, savings and support conditions. Applicants should confirm fees, stipend, transport support, schedule, assessment and award with HEART/NSTA Trust or the named provider before accepting a place. An employer seeking RAP participation generally needs registration with the Companies Office of Jamaica and a Tax Compliance Certificate, with the 3% HEART contribution applying where relevant. The firm requests the arrangement through a HEART parish office and must provide the workplace, supervision and agreed training. HEART/NSTA Trust manages the formal programme functions, while the trainee must submit accurate documents, attend training, follow workplace rules and complete assessment requirements. Jamaica has an established local equivalent of apprenticeship through these HEART-led pathways, but it does not follow the German chamber and vocational-school model.
