The local currency is the West African CFA franc, abbreviated FCFA or XOF. The BCEAO parity is 1 EUR = 655.957 FCFA. Costs vary substantially between Abidjan and Grand Abidjan, other urban areas and rural communities, and formal tariffs often coexist with market-based or household-dependent expenses. Housing is one of the largest differences between locations. Rent is freely negotiated, and Ivory Coast has no single national rent tariff. Local terms include bail à usage d'habitation, caution and avance. Under the documented rental rules, a landlord may request up to two months of rent in advance and a deposit, rent adjustments may occur at most once every three years, and the deposit should be returned within 30 days under the secured contract. The general 5A tariff has a published prime of 1,618.04 FCFA per two-month billing period and consumption up to 180 kWh per billing period costs 86.92 FCFA per kWh including tax. Prepaid social access is associated with a 1.1 kVA or 5A connection and average consumption of no more than 100 kWh per month. In rural or poor communities, the Programme Électricité Pour Tous can affect access and connection costs. For water, the SODECI social connection costs 19,500 FCFA including tax and is documented with a 15-day processing period for non-commercial use, up to three water points and no rented housing. A standard 15 mm meter connection costs 166,886 FCFA including tax with a documented 15-day processing period, while the subscription costs 28,443 FCFA including tax and is documented with a 48-hour processing period. Rural households may instead use wells, standpipes or informal suppliers, where availability and prices do not follow one uniform national tariff. Food costs depend on region, season, transport, household size and the purchase channel. Households use markets, small shops, supermarkets, self-production and in-kind exchange. An official market sample from 10 to 16 March 2025 recorded imported rice at roughly 430 to 600 FCFA per kilogram in selected regions, but this is not a fixed national price. The CNLVC and the Ministry of Commerce publish or supervise price ceilings for selected products such as rice, sugar, milk, palm oil, tomato paste, pasta, beef and bread. Shops must display prices, and consumers can use complaint channels when pricing rules are not respected. Urban mobility costs are especially significant for commuting in Abidjan. SOTRA services include MonBus at 200 FCFA, line 610 at 250 FCFA, MonBato at 150 to 200 FCFA, Marchébus and Urbain+ at 200 FCFA, and Wibus at 300 FCFA. Gbaka, woro-woro, private intercity cars and other informal or private services vary by city, trip and fuel conditions, so no single national fare applies. A one-off driving licence fee is published at 23,500 FCFA for category B, 24,000 FCFA for AB, 28,500 FCFA for D and 29,500 FCFA for ABCDE, with a minimum processing period of one month. Health spending combines formal coverage with direct payments. The Couverture Maladie Universelle, or CMU, is the national health coverage system; the standard published contribution is 1,000 FCFA per person per month. Enrolment, valid rights and treatment at an accredited facility affect access. CMU can reduce the cost of covered treatment and medicines, but co-payments, uncovered medicines, transport and private treatment remain possible. A temporary zero-contribution campaign in 2025 is not a current baseline. Direct household payments represented 31.99% of current health expenditure in 2023, and rural distance or limited service availability can increase the effective cost. Public preschool and primary-school enrolment is documented as free, while published public secondary-school fees are 6,000 FCFA and private secondary-school fees are 3,000 FCFA in the available research. Registration, school assignment and programmes can follow different procedures, including online registration. Households still commonly pay for uniforms, books, meals, transport, private tutoring and boarding. Exceptional COGES contributions were abolished, and the State provides a COGES subsidy of 18.4 billion FCFA. Private and higher education fees vary substantially by institution and programme. Family-related support can reduce expenses for eligible households but does not replace a full care budget. CNPS family allowances are 5,000 FCFA per child per month and are paid quarterly under the applicable conditions. Prenatal allowances are paid in documented amounts of 3,000, 6,000 and 4,500 FCFA after the required examinations, while maternity allowances total 18,000 FCFA in instalments. Public employees may receive 7,500 FCFA per child per month under the relevant conditions. Childcare and eldercare otherwise rely mainly on household or extended-family support, with no national standard tariff. Communication costs include prepaid mobile service, data, mobile money, devices and electricity. Ivory Coast has three major mobile operators, Orange CI, MTN CI and Moov Africa, and household packages are not uniform. Published examples include MTN data at 200 FCFA for 220 MB over two days and 2,000 FCFA for 3 GB over 30 days, as well as 5,000 FCFA for 7.4 GB over 30 days. Moov publishes 3 GB for 2,000 FCFA over 30 days. Orange 4G Home starts from 10,000 FCFA per month and fibre from 15,000 FCFA per month in the available research. A 2025 ARTCI figure recorded 38,476,765 mobile-internet subscriptions, but that figure does not represent a standard household budget. Leisure spending has no national tariff. Free or community activities, religious and cultural events, parks, sport, cinema, restaurants and tourism have costs determined by the venue, event and city. The Pass Touristique has been documented as a savings model from 2,000 FCFA per month, not as a universal entitlement. Leisure therefore belongs in a budget as a discretionary amount that can be reduced or expanded after essential costs are covered. National statistics provide reference points rather than a universal household budget. The EHCVM 2021 poverty line was 1,012 FCFA per person per day, equivalent to 369,516 FCFA per person per year, and the national poverty rate was 37.5%. The SMIG has been 75,000 FCFA per month since 1 January 2023; it is an affordability reference, not a recommendation for the amount needed to live. A practical budget should calculate household size, rent and deposit, food, water, electricity, commuting, school expenses, health, communication and a reserve separately, then adjust for Abidjan, another urban area or a rural setting, formal or informal income, and seasonal changes in food and transport prices. Banking, debt and taxes may affect payment, liquidity, arrears or tax consequences, but they are separate subjects from household costs.
