Costs in Fiji

A realistic budget for Fiji should separate fixed commitments from costs that change with consumption, weather and supply. Fixed commitments can include rent, a lease, mortgage payments, school or childcare costs and communication services. Variable costs include food, electricity, water, fuel, health care, leisure, ferry or flight travel and freight. Households should also allow for medical travel, cyclone-related expenses, interruptions in supply and higher prices on remote islands. The Fiji Bureau of Statistics uses the Consumer Price Index, or CPI, to measure price changes rather than to define an affordable household budget. The CPI uses 2019 as its base year; the annual index was 111.7 in 2025. Its expenditure weights were food 309.3 per 1,000, transport 138.4, housing, water, electricity and gas 125.9, education 65.6, communication 52.6, restaurants and hotels 27.8, recreation and culture 22.8, and health 12.6. These weights describe the structure of measured consumer spending, not the amount a household must spend each month. The Household Income and Expenditure Survey, or HIES, revised its 2019–2020 results to include utilities, communication, domestic services and education. The 2025–2026 HIES ran from March 2025 to March 2026, but its detailed results were not yet available on 8 September 2026. Location changes costs substantially. Prices and access differ between Viti Levu, Vanua Levu and the Outer Islands, and between Suva, Lami, Nasinu, Nausori, Lautoka, Nadi, Ba and Labasa and rural areas. Housing markets, retail food supply, health services, communication coverage and island transport are fragmented. Family care, home production, community support and gifts can reduce cash spending, but they still require time and may create opportunity costs. Housing costs include rent or a lease, a deposit, utilities, repairs, waste collection and daily travel. Fiji has no verified current official national average rent that can serve as a reliable budget figure. Urban housing shortages and informal settlements create wide differences in price and access. The Housing Authority provides serviced lots and units and mortgage pathways, mainly for low- and middle-income households. The Public Rental Board has 1,636 rental flats in 25 estates: 15 in the Central Division, 6 in the Western Division and 4 in the Northern Division. Eligibility, tenure, island, location and program-specific application or construction times affect the actual cost. Energy Fiji Limited, or EFL, applies domestic electricity rates in inclining blocks from 1 January 2026. The rate is 34.01 cents per unit for 0–100 kWh, 35.03 cents for 101–300 kWh and 36.05 cents above 300 kWh. At those rates, 50 kWh costs about FJD 17.01, 150 kWh about FJD 51.53, 250 kWh about FJD 86.56 and 350 kWh about FJD 122.10 before any bill-specific adjustments. The bill, value-added tax and subsidy status should be checked. Households with income of up to FJD 30,000 can qualify for government electricity support if they complete the required registration and provide the required evidence. The Water Authority of Fiji, or WAF, bills water quarterly. One unit equals 1,000 litres, and the first 1,000 litres cost FJD 0.15 under the stated tiered tariff. The Free Water Scheme can provide 92,500 litres per year to households below the FJD 30,000 income threshold, subject to registration and evidence. A new connection costs FJD 285 for Type A or FJD 345 for Type B. A completed house has a FJD 21.95 lodgment charge, while a building site or unfinished structure has a FJD 101 charge. Approval is expected within 15 working days and installation within 30 working days under the stated service standards. Low-income applicants can pay 50% of the deposit initially and the remainder over three months. LPG, waste collection, backup water and electricity interruptions add costs that vary by property and island. Food takes the largest single share of the CPI structure. The Fijian Competition and Consumer Commission, or FCCC, publishes maximum wholesale and retail prices for basic food items, with differences for urban and rural areas of Viti Levu, Vanua Levu and the Outer Islands. Basic food prices are more predictable than prices for fresh produce, fish, meat and imported goods, which can change with freight, season and local supply. FCCC price lists are dated; the available list was dated 25 March 2025, so shelf prices should be checked at the time of purchase. Home production, gifts and community supply can lower cash spending without providing a uniform basis for comparing household budgets. Transport budgets can include buses, taxis, a private vehicle, fuel, repairs, ferry or boat fares, air travel and freight. Bus, taxi and inter-island fares depend on the service, island and journey. Bus fares rose by 22.5% from 26 May 2026, with the government absorbing the increase. On Viti Levu and Vanua Levu, base fares returned on 1 September 2026; Taveuni has a separate revised schedule. The Blue Card provides a 100% student fare subsidy for children whose parents have income below FJD 16,000, while the Yellow Card provides a 50% subsidy. Outer Island transport is particularly sensitive to freight distance, weather and service interruptions. Public health care is subsidized through the Ministry of Health and Medical Services, divisional hospitals and health centres, but a reliable current general user-fee table was not verified. Private consultations, medicines, dental care, diagnostic tests, treatment outside the home island, evacuation and insurance can create substantial additional costs. A medical report for employment costs FJD 56.25 from 1 January 2026, and a medical report for overseas treatment costs FJD 112.50. Households with income up to FJD 30,000 can receive free medicine support under the stated program. Chronic conditions and referral needs justify a reserve for treatment and travel. Education grants cover free education from early childhood education through Year 13 and free textbooks, but families may still pay for uniforms, shoes, stationery, meals, devices, activities, transport and boarding. The 2026 Back to School Support provides FJD 200 per eligible child from early childhood education through Year 13 when combined household income is no more than FJD 50,000. Payments use M-PAiSA or MyCash, while maritime households use TMO arrangements. The Blue Card covers 100% of eligible student transport and the Yellow Card covers 50%. Tertiary grants, TELS and scholarships can reduce costs, but the remaining amount depends on the provider and program. Private school fees are separate. Family budgets may include childcare, elder care, disability support, food, housing, education, health care, remittances, gifts and ceremonies. Fiji has no verified national childcare tariff. Formal welfare support depends on the case, income and program. Kin and community care may reduce direct payments, while unpaid care creates time and lost-income costs. These effects are especially significant for children, multigenerational households and households supported by one income. Communication costs range from low-entry prepaid mobile use to fixed broadband with installation charges. Vodafone prepaid examples are FJD 4 for 15 GB over one day, FJD 14 for 55 GB over 10 days and FJD 35 for 225 GB over 30 days. Telecom Fiji fibre examples range from FJD 40.25 per month for 200 GB to FJD 199 per month for 1,500 GB, with installation charged separately. Coverage and fixed-service availability depend on the island and network. Leisure costs include sport, clubs, events, restaurants, tourism, alcohol, yaqona and inter-island travel. Recreation and culture account for 22.8 per 1,000 in the CPI structure, while restaurants and hotels account for 27.8 per 1,000. Community activities and nature-based activities may have low cash costs, but tourism centres and remote islands can show wide price differences. Fiji does not have an official national leisure-budget standard. A useful household budget records household size, ages, income, island, urban or rural setting, tenure, school arrangements, health needs, transport, utilities and remittances. Record rent or mortgage, school and childcare costs, connectivity and other fixed payments first. Estimate food, power, water, fuel, health and leisure separately, then add a reserve for cyclones, ferry or flight travel, freight and medical needs. The national minimum wage has been FJD 5 per hour since 1 April 2025 and can serve as an income benchmark, but it does not establish household affordability. The FBoS CPI helps track price movement, not whether a particular household can meet its expenses. Electricity, medicine and other support thresholds at FJD 30,000, the education threshold at FJD 50,000 and student transport thresholds at FJD 16,000 should be checked against current program rules. Banking, debt and tax advice fall outside these living-cost estimates.
