Upskilling in Eswatini

Continuing education in Eswatini is institutionally fragmented. The Ministry of Education and Training (MoET) oversees policy and quality functions for adult and non-formal education, open and distance learning, in-service teacher education, technical and vocational education and training (TVET), and accreditation. Rural Education Centres operate in four regions, while Sebenta National Institute is a public enterprise under MoET. No single national portal or standard fee system covers all upskilling options. Sebenta offers second-chance education and practical skills training. Basic Literacy in SiSwati lasts nine months. Basic and Post-Basic English and Numeracy usually take two years after literacy training or an entry test. NUPE can lead to an SPC-equivalent Grade 7 and then Form 1. Skills courses include Sewing and Fashion for six months, Carpentry for 12 months and Block Making and Building for 24 months. Community-demand courses may cover digital skills, business, construction, agriculture and entrepreneurship. These programmes are open to adults and out-of-school youth, and some centres use volunteer facilitators. Emlalatini Development Centre provides open and distance learning (ODL) for Junior Certificate (JC) and Swaziland General Certificate of Secondary Education (SGCSE) studies. JC entry normally requires at least Form 1, while SGCSE entry requires a passed Form 3. Registration takes place in person and normally requires proof of the last completed class and payment of the calculated fee through a government revenue office. Print workbooks, tests, examinations, face-to-face support and a residential course of about one week at least once every two years support learners who study alongside work or other duties. In 2026, ECOT and VOCTIM offered three-month Saturday upskilling courses with certificates in areas such as cooking, cyber security awareness, Microsoft Office, industrial wiring and auto electrical work. Work-based learning includes apprenticeships, in which an employer and learner sign a contract combining theory with on-the-job training. An apprenticeship can last five years and leads to a completion certificate. The Directorate of Industrial and Vocational Training administers apprenticeship and trade-testing functions. Trade testing is separate from the formal or non-formal education pathway: access generally requires age 18 or above and relevant experience, with Grade 3 requiring three years of employment, Grade 2 requiring a Grade 3 certificate plus 18 months, and Grade 1 requiring a Grade 2 certificate plus two and a half years. Published apprenticeship rates are E9.86, E12.04, E14.47, E17.41 and E20.42 per hour for years one to five respectively; the current rate should be confirmed before signing a contract. Part-time higher education, part-time TVET, workplace-based learning, blended study and community courses provide further options. The Eswatini Higher Education Council (ESHEC) handles registration, accreditation and quality assurance for higher-education and TVET institutions. The Eswatini Qualifications Authority (EQA) manages the Eswatini Qualifications Framework (ESQF) and recognition or validation of learning. ESQF implementation is ongoing, and EQA policies and guidelines for recognition of prior learning (RPL) were still being developed in 2023–24, so no generally secure RPL access or status should be assumed. Check whether the provider is registered or provisionally registered and whether a short course is accredited, especially when the certificate will be used for employment or further study. Informal course certificates do not automatically create placement, qualification recognition or admission rights. Fees vary by provider and programme. EDC calculates its fees for payment through a government revenue office, while Sebenta may offer a lower-fee alternative to formal schooling. Transport, connectivity, learning materials and limited institutional capacity can affect participation. The available evidence does not establish a general statutory right to continuing education, a universal funding scheme, education leave or a national continuing-professional-development credit system. Progression can move from literacy to English and Numeracy, NUPE, an SPC-equivalent Grade 7 and Form 1; from JC or SGCSE to examinations and possible tertiary eligibility; or from TVET and trade testing to an occupational certificate and employment.
