Continuing education in Eswatini is institutionally fragmented. The Ministry of Education and Training (MoET) oversees policy and quality functions for adult and non-formal education, open and distance learning, in-service teacher education, technical and vocational education and training (TVET), and accreditation. Rural Education Centres operate in four regions, while Sebenta National Institute is a public enterprise under MoET. No single national portal or standard fee system covers all upskilling options. Sebenta offers second-chance education and practical skills training. Basic Literacy in SiSwati lasts nine months. Published apprenticeship rates are E9.86, E12.04, E14.47, E17.41 and E20.42 per hour for years one to five respectively; the current rate should be confirmed before signing a contract. The Eswatini Higher Education Council (ESHEC) handles registration, accreditation and quality assurance for higher-education and TVET institutions. The Eswatini Qualifications Authority (EQA) manages the Eswatini Qualifications Framework (ESQF) and recognition or validation of learning. ESQF implementation is ongoing, and EQA policies and guidelines for recognition of prior learning (RPL) were still being developed in 2023–24, so no generally secure RPL access or status should be assumed. Check whether the provider is registered or provisionally registered and whether a short course is accredited, especially when the certificate will be used for employment or further study. Informal course certificates do not automatically create placement, qualification recognition or admission rights. Fees vary by provider and programme. EDC calculates its fees for payment through a government revenue office, while Sebenta may offer a lower-fee alternative to formal schooling. Transport, connectivity, learning materials and limited institutional capacity can affect participation. The available evidence does not establish a general statutory right to continuing education, a universal funding scheme, education leave or a national continuing-professional-development credit system.
