The Superintendencia del Sistema Financiero (SSF) authorizes and supervises banks, including prudential rules, consolidated supervision, conduct and financial-user protection. The Banco Central de Reserva de El Salvador (BCR) is the central bank and supports the monetary and payment infrastructure; it is not a retail bank. The Instituto de Garantía de Depósitos (IGD) manages deposit protection and resolution when a member institution fails. Private banks listed by the SSF include Banco Agrícola, Banco Cuscatlán, Banco Davivienda Salvadoreño, Banco Promérica, Banco de América Central, Banco Atlántida, Banco ABANK, Banco Industrial El Salvador, Banco Azul and Banco Apoyo Integral. Citibank N.A. Sucursal El Salvador operates as a foreign bank branch. State and development institutions include Banco de Fomento Agropecuario, Banco Hipotecario de El Salvador and BANDESAL. Bancos cooperativos, Sociedades de Ahorro y Crédito and Sociedades Proveedoras de Dinero Electrónico can perform some banking functions, but member-only cooperative deposits do not have the same status as deposits taken from the public. Common products include savings accounts, current accounts, fixed-term deposits and savings accounts with simplified requirements. Eligibility, identity checks, minimum balances, fees and available channels depend on the bank and account type. Requirements may include a DUI, resident card or passport, together with information required by the institution. Banks must publish their account-opening requirements under Article 55 of the Ley de Bancos, but El Salvador has no evidenced universal right to an account or uniform opening time. For the period from 1 January 2026 through 31 December 2027, the IGD covers up to US$12,054 per person per member institution. Coverage is automatic and free, and all covered accounts at the same institution are aggregated. A joint account can receive up to three times the individual guarantee limit. Covered products include savings, current and fixed-term deposits and simplified-requirement savings accounts. Non-deposit or investment instruments, bearer or unidentifiable certificates, deposits at non-member institutions and specified related-party, conglomerate, trust or legally linked money-laundering deposits are excluded. The institution must disclose product coverage and display the IGD identification. BFA and BANDESAL are not listed as current IGD members, so their coverage should not be assumed. If the SSF closes a member institution, the IGD may restructure it or arrange payment; an advance can take up to 30 days and reach up to 80% of the insured amount, while excess or uncovered claims proceed through liquidation. Branches, ATMs, point-of-sale terminals, cards, mobile banking and web banking support payments. The BCR Sistema de Pagos includes Transfer365. BCR Pay supports transfers between a user's own accounts, transfers to other users, bank transfers and emprendimiento payments. Registration can require a code, email, mobile number and SMS confirmation, identity and facial-video verification, a DUI, occupation and income information, politically exposed person information and a password. Verification usually takes seconds, while emprendimiento validation can take up to 48 hours. Transfer limits, timing and fees vary by bank and channel. Debit and credit cards are common. Under the Ley del Sistema de Tarjetas de Crédito, credit agreements and pre-contract information must show nominal and effective interest rates, late-payment rates, commissions, surcharges, limits, restrictions and the cancellation process. Statements must separate principal, interest, commissions and surcharges. Account, card, ATM and transfer charges are not uniform, so the bank's current tariff and contract provide the relevant figures. A banking complaint normally starts with the institution's own service channel. An unresolved consultation or complaint can be submitted to the SSF Oficina de Atención al Usuario by telephone at 2699-9999, WhatsApp, email at atencionalusuario@ssf.gob.sv or its web form, generally Monday to Friday from 8:30 to 16:30. Security rules under NRP-32 require covered institutions to monitor unusual digital transactions, send alerts, provide rapid reporting for fraud or unrecognized transactions and block access after a maximum of three failed logins or when abnormal security events occur. Use only the bank's official website or app, never share an OTP, PIN or password, activate alerts and report suspicious activity immediately.
Banks in El Salvador
Banks in El Salvador provide accounts, deposits, payments, cards and digital banking services within a formally supervised financial system. Private banks operate alongside state and development institutions, while bancos cooperativos and savings and credit companies provide some functional alternatives. Deposit protection, fees, access requirements and available services depend on the institution and product.
Tip
Choose a bank in El Salvador by comparing the account access, channels, fees, deposit protection and security controls that match your actual use. Confirm IGD coverage for the specific institution and product before placing substantial funds, especially when considering BFA, BANDESAL, cooperatives or savings and credit companies. Keep the contract, tariff and complaint contacts available so you can verify charges and act quickly if a payment or account problem occurs.
