A housing dispute should first be addressed amicably. The competent service can then be involved, usually after a 15-day mise en demeure for a residential matter; the service is expected to act within 72 hours. Conciliation is required before proceedings before a tribunal. A tribunal decision ordering eviction can be enforced despite an appeal. Occupying housing without consent or without a bail can expose the occupant to one to two years of penal servitude and a fine of 250,000 CDF. Conflict, flooding, weak services and limited administrative capacity can affect the practical security of housing even where a formal document exists.
