The Division of Agriculture and its Livestock Development & Veterinary Unit provide government veterinary functions in Dominica. The public service structure includes the Veterinary Unit at the Botanical Gardens in Roseau, government veterinary officers, three veterinarians, six Animal Health and Production Officers and one Animal Production Officer. Its formal responsibilities include import regulation, export examinations, port quarantine, disease surveillance, veterinary drugs and supplies, and ambulatory emergency animal-health cases. Published information focuses largely on livestock, so the availability of companion-animal appointments, prices, vaccines, microchips and routine treatment should be confirmed before relying on the service. The Protection of Animals Act Cap. 61:01 places duties on owners and keepers to provide reasonable care and supervision. Cruelty includes striking or mistreating an animal, overloading it, torture, starvation, unnecessary suffering, animal fighting, exposure to toxic or harmful substances, improper operations and using a sick animal for work. A conviction can lead to a fine of up to $1,500 and imprisonment for up to six months. A court may remove ownership, order removal or treatment, or order humane destruction. Police may arrest, seize and detain an animal, while a government or qualified veterinarian may issue a written humane-destruction order for an incurably ill or severely injured animal. SNAR provides emergency rescue, rehabilitation and adoption. It operates a non-kill shelter mainly for dogs, while cats and other animals are generally placed in foster homes because capacity is limited. A dog or cat entering Dominica from any country needs an import permit before arrival. The exporting-country veterinarian must be licensed or accredited and provide a health certificate. The animal should be free of internal and external parasites, have a heartworm test and treatment record, and carry vaccination documentation including DHLPP+C or vaccines relevant to endemic diseases. An approved rabies vaccine must be administered by an official veterinarian at least 30 days and no more than one year before export. An RNATT or FAVN test follows at least one month after vaccination, with a serum result of at least 0.5 IU/mL sent directly to Veterinary Services. Laboratory processing commonly takes three to four weeks or longer. After the requirements are met, the permit process is handled through Veterinary Services; the government guide describes fax or email submission. At arrival, a Port or Quarantine Inspector checks the animal and documents and may accept or refuse entry according to the animal's condition. The regulations allow quarantine and diagnostic measures, with quarantine costs payable by the consignee; processing and other fees can vary.
