Housing in Dominica

Private rental housing is available, but the rental market is fragmented and current official market benchmarks for rents and sale prices are not reliable. Owner-occupation is well established. A household may also consider Government Housing Schemes, Government Lots, service lots, the Future Housing Programme or housing supported through the Housing Recovery Project. The Ministry of Housing & Urban Development (MHUD), through its Housing Division, handles government lots and houses, squatter regularization, sanitation and renovation matters. The AID Bank can provide financing for construction, purchase, land acquisition or renovation, while loan terms, waiting periods and maintenance or utility charges depend on the provider and the case. A Government Lot application records employment, household size and ages, income, expenditure, existing property, the preferred community and the desired lot size. The Houses and Lands Allocations Committee reviews applications before approval by the Minister and Cabinet. An approved applicant receives an Allocation Letter, but allocation is not automatic. The applicant then inspects the lot, pays the required amount, arranges a survey, instructs a solicitor and completes a Memorandum of Transfer (MOT) before receiving a Certificate of Title (COT), the registered document proving title to the land. The first COT process is handled through the Registrar of Titles. It can require three survey plans, affidavits, evidence supporting the claimed title, a newspaper schedule and notice to people occupying adjoining land. An interested person can lodge a caveat to protect or challenge an interest. The title process includes a 1% Judicial fee and a 1% Assurance fee, and vetting cannot begin until at least six weeks after the later of the required advertisement or service. A Government Lot transfer also includes a 7.5% Government Transfer Fee based on the land valuation, plus solicitor charges. Dominica requires Final Planning Permission for development, including a new dwelling, extension, change of use or temporary, movable or container structure. An application normally needs proof of ownership, a survey plan and building plans. Simple private dwellings below 3,000 square feet are assessed against the 2022 building regulations of the Organisation of Eastern Caribbean States (OECS) and the related building guidelines. The Physical Planning and Development Authority controls planning and building matters. The Electrical Division must inspect and certify electrical work before an electricity connection is made. The Tenancies and Rent Control Act applies to designated-rent dwelling houses and building land. A landlord may need to register the premises before bringing a rent or possession claim. The Tenancies and Rent Control Tribunal can set an authorised rent and reduce it in view of locality, repairs or sanitation. Charging more than the authorised rent is unlawful where the Act applies. A notice to quit must be written and signed, identify the premises and registration number, state the grounds and possession date, and be served validly. The Tribunal has the authority to determine possession matters, with an appeal available to a Judge in Chambers. Hurricane damage is covered by a separate Tenancies and Rent Control (Hurricane Emergency) Act. If a landlord does not start repairs within nine months after hurricane damage, a tenant can give written notice and may arrange repairs at the tenant's cost after obtaining an estimate. The tenant must submit a certified account within 30 days, and the landlord must reimburse the qualifying amount within 30 days. If the premises cannot be occupied, rent is generally suspended, subject to the Tribunal's determination. Hurricanes and other disasters strongly shape housing policy in Dominica. The national target is 5,000 modern, sustainable, affordable and resilient homes by 2030. The Housing Recovery Project (HRP) provides island-wide replacement or reconstruction for vulnerable households. The latest recorded milestone, dated 20 February 2025, reported 317 homes practically completed, 283 handed over, 50 under construction and 176 ownership documents issued. Relocation, resettlement and allocation of safer sites can become relevant where an existing home remains vulnerable. After moving in, use of the property remains connected to the tenancy agreement or completed ownership transfer, planning and building compliance, maintenance and disaster-resilience responsibilities. Ownership is not fully secured merely by receiving a lot allocation or occupying a house; the transfer and title process must be completed. Scheme prices, loan conditions and private-market costs require direct confirmation because available government scheme listings contain incomplete entries showing EC$2 to EC$8 without a clear unit or date, which is not a dependable market benchmark.
