Study in Dominica

Dominica has no single unified national university pathway. Dominica State College (DSC), based in Stock Farm near Roseau, provides certificates, associate degrees, bachelor degrees and postgraduate study across areas such as agriculture, business, hospitality, health, environmental science, teacher education, technology, information technology, engineering, psychology, social work and tourism. UWI Global Campus Dominica provides regional associate degrees, undergraduate degrees, diplomas and certificates through campus-based, online, blended and flexible study. Private, transnational and specialist providers offer narrower choices, including postgraduate and medical programmes. The Education Act 1997 places tertiary education after compulsory education and includes college and university education, teacher education, technical education and vocational training. This post concerns structured tertiary study leading to a recognised qualification. School education, primary technical and vocational training, and short continuing-education courses are separate matters. For example, UWI Global Campus short courses and workshops scheduled locally from September 14 to December 9, 2026, are generally continuing education rather than a core tertiary qualification pathway. DSC generally asks applicants for four CSEC General Proficiency passes at grades I to III, including Mathematics and English A. CSEC means the Caribbean Secondary Education Certificate. The application normally includes a completed form, a photograph, birth certificate or passport biodata page, and Mathematics and English placement tests. The application fee is XCD 100 and is non-refundable; late submission costs XCD 120. After acceptance, the student settles fees through the Bursar and National Bank of Dominica. DSC's admission page does not publish a current general tuition schedule, so the Bursar must confirm the amount before enrolment. Programme requirements can be higher or more specific. DSC Nursing requires five CSEC passes, Mathematics, English A, an approved science subject, a CAPE science qualification or equivalent, and a Pre-health Certificate, together with a police record, medical report and placement tests. Education programmes generally require four CSEC passes including Mathematics, English A, Science and Social Science. The available programme and admission decision can also depend on qualified staff and the current institutional offer. A student transferring to DSC normally provides a CSEC or high-school diploma, an official transcript and course outlines from the previous institution. The receiving institution decides whether previous courses receive transfer credit, so admission does not guarantee recognition of every completed course. A former DSC student away for one to six years normally uses a matriculation form and receives advising; after more than seven years, the new-applicant process applies. Applicants from outside CARICOM generally provide a high-school diploma, may need English as a Second Language evidence when English is not their first language, and take DSC Mathematics and English placement tests with the normal application documents. UWI Global Campus applications are submitted online for August and January intakes. For the 2026/27 undergraduate cycle, the application window ran from January 26 through July 31, 2026, and supporting documents were due within two weeks after completing the online application. UWI requires the application receipt and all supporting documents and does not allow provisional registration. Regional fees are quoted in US dollars and are paid by semester at registration. Tuition covers instruction, examinations and some learning materials, but not textbooks; compulsory identification, Guild, technology, Pelican Perk and administrative fees may also apply. Payment plans may be available. Missing a payment deadline can lead to deregistration and compulsory leave of absence, and fees can change, so the current fee schedule or tuition calculator should be checked. The National Accreditation Board (NAB) is Dominica's principal body for accreditation and recognition of local and foreign institutions, programmes and awards. Providers, including foreign, transnational and distance institutions, must be registered. Failure to register can create legal risk of a fine of up to EC$100,000 or imprisonment for up to five years. Accreditation is a quality and public-confidence signal, while programme accreditation is especially relevant to fields such as medicine, law, engineering and teaching. A public NAB list may show an institution with an expired displayed period or no renewal entry; that does not by itself prove non-recognition, but the current status must be confirmed directly. Foreign and transnational qualifications can be assessed through an NAB Statement on Recognition. The Labour Division can issue a Statement of Equivalence addressing comparability for employment, training, professional registration or tertiary admission. Recognition processing usually takes at least 10 working days according to the NAB notice. The institution receiving the student still makes the final decision on admission or transfer credit. Recognition may also matter for scholarships, a CSME Skills Certificate, promotion and professional licensing. Specialist programmes require additional checking. International University for Graduate Studies advertises master's, doctoral and professional-doctorate pathways, but its displayed NAB accreditation period ended on March 19, 2026, so current status should be verified before payment. All Saints University School of Medicine advertises four-year medical degrees for university graduates and five-year degrees for high-school entrants, while public information records conflicting accreditation and recognition positions: the provider states one accreditation position, the regional medical-accreditation body lists it as not accredited, and the public NAB accredited list omits it. Verify the provider with NAB and the relevant medical regulator before enrolling, particularly when future licensing or employment depends on the qualification. Funding is available only under particular schemes and conditions. Ministry scholarship criteria can vary by country, programme, age, qualification and language, with deadlines that change; older entries on the Ministry webpage, including an AITC 2021 entry, require direct confirmation. The Tertiary Education Assistance Program form refers to 40% student-loan debt relief for eligible study such as associate, bachelor, master's, postgraduate, doctoral and registered-nurse programmes, including full-time, part-time, on-campus, online, external and distance study. The form does not state the complete eligibility and award rules, so the Ministry must confirm whether a particular student and programme qualify. Students should submit authentic documents, meet entry and placement requirements, register and pay by the stated deadline, maintain academic progress and check complaint procedures. No institution automatically guarantees admission, transfer credit, professional licensing or foreign recognition. Confirm the provider's legal registration, the programme's recognition, the complete fee burden, the transfer-credit policy and the qualification's acceptance by any employer, regulator or further-study institution before paying.
