Costs in Dominica

The figures use Eastern Caribbean dollars, commonly written as EC$ or XCD. Available evidence is country-level and does not provide a reliable city-by-city cost benchmark. The Consumer Price Index published by the Central Statistical Office stood at 115.82 in 2023, with a 4.45% increase; prices should be checked again because the available official online series currently runs through 2023. Apartments commonly cost about EC$900 to EC$3,500 per month. Many private rentals include water and internet, while electricity is often billed separately or paid through prepaid service. There is no reliable nationwide rent benchmark or confirmed general rent-control schedule in the available data. The deposit, location, furnishing, storm exposure and reliability of utilities can change the real housing cost. DOWASCO, the state water and sewerage provider, charges domestic customers EC$21.62 for metered use up to 1,000 gallons per month, including the basic quantity. Use above 1,000 gallons costs EC$10.12 per additional 1,000 gallons. Domestic sewerage costs EC$20.30 per month. A water connection costs EC$450, a sewer connection EC$850 and reconnection EC$100. A separate Water Access Charge applies according to the customer category. DOWASCO can disconnect service after at least 30 days of arrears, so connection fees, deposits and regular payment obligations belong in the household plan. The government guide uses EC$150 per month as a planning figure for electricity. DOMLEC supplies electricity and the Independent Regulatory Commission, or IRC, regulates the tariff. An IRC-approved DOMLEC tariff is scheduled to introduce off-peak pricing from 1 October 2026, so the final bill will depend on both consumption and the time at which electricity is used. Groceries start at about EC$400 per month per person in the available guide, while a restaurant meal starts at about EC$15 per person. Dominica imports many goods, which makes retail prices sensitive to shipping, fuel and external price changes. Local agriculture can provide a functional alternative for some food purchases, but availability and selection vary by season and location. No current official itemized grocery basket was established in the research. Public transport operates daily, but schedules and practical availability depend on the journey. Bus and taxi fares are regulated by the state. On 15 March 2023, bus fares increased by EC$0.25 to EC$0.75 on shorter journeys and by EC$1 to EC$1.50 on longer journeys; the exact fare should be checked against the current public transport schedule. Vehicle rental starts at about EC$160 per day. On 7 July 2026, the Office of the Prime Minister listed petrol at EC$17.98 per gallon and diesel at EC$20.53 per gallon. Fuel prices and subsidies can change, and private vehicle ownership also adds purchase, insurance, maintenance and spare-part costs. Dominica currently lists four hospitals, including three public and one private hospital, as well as health centres, pharmacies and private clinics. Access and payment depend on the person's status, the service and the facility. No current general official list of health fees or insurance tariffs was established. Medication may require a local prescription and purchase from a pharmacy. Emergency treatment, private care and medical insurance should be budgeted separately. A valid medical insurance policy is required for a WIN stay. Early-childhood care starts at about EC$50 per month in rural areas and EC$150 in urban areas. Public primary school tuition is listed as zero, although voluntary contributions may occur. Secondary-school activity contributions are about EC$150 to EC$400 per year. Tertiary study for non-nationals is listed at EC$1,680 per semester. Private assisted education costs about EC$600 to EC$1,000 per year, while private education costs about EC$600 to EC$1,000 per semester. Uniforms, books, transport and examination fees can add to these amounts. Childcare starts at about EC$300 per month. Access and cost vary with nationality, school type, age and location. Digicel and Flow are the two main mobile providers. Digicel prepaid prices including tax are EC$8 for one day, EC$18 for three days, EC$40 for seven days, EC$70 for fourteen days and EC$120 for thirty days. Fibre bundles including tax cost about EC$140 per month for 250 Mbps with television, EC$195 for 350 Mbps with television and EC$230 for 500 Mbps with television. A government guide gives internet from about EC$180 per month. Deposits, installation, service availability and the selected bundle can change the actual communication cost. A gym starts at about EC$75 per month per person, and entertainment starts at about EC$75 per person. Restaurant spending is additional. The government guide's single-person calculation adds EC$900 rent, EC$400 groceries, EC$150 electricity, EC$50 water, EC$180 internet, EC$75 gym and EC$75 entertainment for about EC$1,830 per month. Adding childcare produces about EC$2,130, but the figures are not fully additive because some rents already include water or internet. The calculation excludes mobile service, transport, health care, insurance, deposits, furniture and imported or other one-off costs. Formal access usually involves a rental agreement, a provider contract or registration with a school or hospital. Informal or local retail alternatives exist only where they are available and suitable. Household planning should therefore separate recurring bills, regulated tariffs, deposits and connection fees, education contributions, insurance requirements and irregular purchases. Banking, debt and tax matters belong to separate financial topics, apart from the payment obligations and price boundaries needed to understand these costs.
