Apprenticeship in Dominica

The Education Act and the Employment and Training Act provide the legal basis for apprenticeship courses in Dominica. The Ministry responsible for education, the Dominica TVET Council and the TVET Unit may shape occupational training schemes. TVET means Technical and Vocational Education and Training. A scheme may define practical and theoretical instruction, proficiency tests, working hours, rest days, minimum pay and other trainee conditions. No unified national intake process or complete list of active apprenticeship places is currently documented. Age, prior education, duration and selection can therefore depend on the approved scheme and the skill. The statutory framework identifies a young person as someone aged 15 to 18 and mainly addresses employed young people, although the law also allows courses for other young or adult participants. Apprentices normally combine work with learning. An employer may have to release an employee to attend an approved apprenticeship course, and the scheme may regulate remuneration during training-related absence. The law allows apprenticeship training to last up to two years depending on the skill. Current contract, wage and insurance conditions are not documented uniformly, so applicants should confirm them with the responsible programme or employer before starting. The Dominica TVET Council awards National Vocational Qualifications, called NVQs, and supports occupational standards and assessment. Caribbean Vocational Qualifications, called CVQs, provide another regional qualification framework. Recent records show 110 NVQ awards issued between August 2024 and April 2025 and 15 CVQ Level 3 awards in Construction Site Supervision through the Caribbean Association of National Training Agencies. These figures describe vocational qualification activity generally and do not prove that every apprenticeship follows the same assessment process. Related options serve different purposes. Technical subjects are taught through school-based TVET at seven public secondary schools, including auto mechanics, electricity, agriculture, food preparation, clothing and textile, and information technology. Dominica State College offers certificate and technical programmes such as agriculture, carpentry and construction, plumbing, refrigeration and air conditioning, automobile engineering technology, electrical engineering technology, building and civil engineering, and hospitality studies. The college application fee is EC$100, or EC$120 after the stated deadline, while short-course fees depend on the programme and examples from 2025 range from EC$300 to EC$550. The National Employment Programme's On-the-Job Training and Mentorship Programme links unemployed young people with employers or organisations for one year of work and training. It has included tourism, agriculture, manufacturing and services, and programme information records 295 participants. Youth Skills Training offers a mainly non-formal pathway for out-of-school unemployed youth, with applications, practical learning and job attachment; a stipend has been reported for the programme, but current amounts and conditions require confirmation. These programmes can support entry-level skills and employment without automatically creating a statutory apprenticeship contract. State funding for approved training may come partly or fully from public funds, but no general individual funding entitlement is established.
