Costs in Djibouti

Common local terms include coûts de la vie and dépenses des ménages. Budgets are usually expressed in Djiboutian francs, written DJF or FDJ. INSTAD measures consumer prices with a 2022 base and 520 varieties in Djibouti-Ville, Ali-Sabieh and Tadjourah, but the available coverage does not provide a complete current national household budget. Consumer-price inflation was 2.1% in 2024 and was close to zero in early 2025, while imported food and energy remain exposed to exchange, freight and Red Sea shocks. The United States dollar peg supports relatively stable conversion, but it does not prevent local price changes. Housing is often the largest recurring expense. A specialist benchmark places a formal Djibouti-Ville rent at about 50,000 DJF per month and an informal rent at about 20,000 DJF, while an EDAM4 and World Bank median for Arrondissement 2 was 30,000 DJF in 2017, indexed to about 31,042 DJF in 2020. These are reference figures rather than current national quotations. Deposits, furnishing, maintenance, cooling, water and electricity can materially increase the total. Tenure type and access to services also change the cost. Electricity is supplied by EDD. Under documented social tariffs, a 2 KVA plan charges 40 DJF per kWh for the first 300 kWh per month and 55 DJF above that, with a fixed charge of 1,069 DJF; a 3 KVA plan charges 35 DJF and then 50 DJF, with a fixed charge of 951 DJF. Connections of at least 9 KVA use a first tranche of 48 DJF per kWh, a higher rate of 55 DJF and a fixed charge of about 1,308 to 1,494 DJF. These tariff values are based on the legal schedule effective from 2020, and a current revision was not evidenced. Cooling can therefore create a much larger electricity bill than a household using little air conditioning. ONEAD bills domestic water every two months. For a 15 or 20 mm meter, the minimum billed volume is 20 cubic metres. The documented rates per cubic metre are 74 DJF for water alone or 81 DJF for water with sanitation for the first 0 to 20 cubic metres, 117 or 128 DJF for 21 to 40 cubic metres, and 243 or 266 DJF for 41 to 80 cubic metres. Meter rental is 1,500 DJF per billing period; a connection study costs 6,000 DJF, registration 900 DJF and installation of a 15 or 20 mm meter 3,090 DJF. The schedule dates from 2014, so current charges should be checked with ONEAD. Public standpipes and private boreholes can follow different arrangements. Food spending is sensitive to import dependence and purchasing power. Wheat flour is the most-consumed cereal; its May 2025 price was about 7% below May 2024 after rising about 10% between October 2024 and May 2025. Rice was about 5% below its May 2024 price after falling about 8% between August 2024 and May 2025. No current complete household food-basket amount was located. An IPC projection for July to December 2025 estimated severe acute food insecurity for about 230,000 people, roughly 20% of the population, which shows why food shocks can dominate budgets near the poverty line. Mobility costs include fuel, public transport, taxis and vehicle ownership. The government administers fuel prices; diesel rose from 205 to 285 DJF per litre on 10 June 2026, with a stated subsidy of about 165 DJF per litre. A monthly September 2026 price was not verified. An older official minibus reference lists 50 DJF for Djibouti-Balbala, 150 DJF for Doraleh, 250 DJF for Arta and 400 DJF for Dikhil, Ali-Sabieh and Holl-Holl, but the decree dates from 1977 and its current validity is uncertain. Transport prices therefore need local confirmation. Public health charges include 3,000 DJF for a specialized consultation or a community health centre or polyclinic consultation, 1,500 DJF at a regional health post, and 6,000 DJF for an emergency consultation. Hospital accommodation is listed at 7,000 DJF per day for the second category, 10,000 DJF for the first category and 22,000 DJF for intensive care; maternity care is listed at 30,000 DJF and a caesarean section at 50,000 DJF. AMU and PASS card holders are covered under public facilities, and a schoolchild's emergency treatment is free with a school certificate. Medicines, transport, referrals and private treatment can add substantial costs. The tariff decree dates from 2017, and the latest revision was not evidenced; out-of-pocket spending represented 27% of current health expenditure in the latest cited 2021 dataset. Public education is legally free, and regular residents aged 6 to 16 are subject to compulsory schooling. Parent associations or community initiatives may request contributions. Private-school fees are controlled by the ministry but vary by institution. Preschool is optional. Uniforms, materials, meals, transport and private tuition remain household expenses even when tuition at a public school is free. Communication costs depend on the service and device. Djibouti Telecom data packages include 1 GB for 24 hours at 200 DJF, 5 GB for three days at 500 DJF, 12 GB for seven days at 1,000 DJF and 20 GB for 30 days at 3,000 DJF. Hybrid monthly packages cost 7,000 DJF for 20 GB and 400 minutes or 10,000 DJF for 40 GB and 520 minutes. Fixed-line installation costs 11,000 DJF in Djibouti-Ville and Balbala, 5,500 DJF for students and 3,300 DJF in the regions. Fixed prepaid calls cost 1,595 DJF for 60 minutes in Djibouti-Ville and 550 DJF in the regions. Devices, electricity and access conditions are additional. No sufficiently current nationwide official price series was found for leisure. Cafés, restaurants, sports and cultural activities require municipality- or provider-level checks. Tourism and travel are outside this household-cost scope unless they are direct leisure expenses. EDAM4 expenditure modules cover food, rent, electricity, water, education, health, transport, khat and total household expenditure across 4,474 households in public 2017 microdata. Household size, rent, cooling, food, school transport, health shocks, khat and informal support can produce large differences between households. Banking, debt and taxes affect payment capacity or the final amount but are separate subjects.
