Upskilling in Djibouti

French designations distinguish, among other things, qualifying training (formation qualifiante) for qualifying courses, diploma-bearing training (formation diplômante) for programs leading to a national qualification or one awarded by a partner institution, professional development (perfectionnement) for deepening vocational knowledge, adaptation to new duties (adaptation), and career-change training (reconversion). The CFC of the University of Djibouti offers short qualifying courses, usually at the request of government administrations or companies, as well as longer-running diploma-bearing programs. Qualifying courses end with a certificate of completion (certificat de fin de formation); only diploma-bearing programs lead to a national qualification or a qualification awarded by a recognized partner institution. The CEALT transport and logistics center (CEALT) focuses particularly on transport and logistics. ANEFIP provides career guidance as well as qualification, supplementary, adaptation, retraining, entrepreneurship, and vocational training programs. The programs are aimed primarily at jobseekers, young graduates, and unemployed people. Requirements depend on the announcement. An assessed SKILLS program (SKILLS) required Djiboutian citizenship or lawful residence, ANEFIP registration, a Master 2 degree, age 25 to 35, and full-time availability for about eight months. CFEN focuses on continuing education for teachers, pedagogical staff, supervisory personnel, and employees of private education institutions. Employers and workplace centers also provide upskilling. At the Djibouti-Télécom-CNFDT corporate training center (Djibouti-Télécom-CNFDT), professional development is the main focus, while the Djibouti International Autonomous Port (Port Autonome International de Djibouti) offers, among other things, workplace adaptation (adaptation au poste) and subject-specific training. There are also formal, association-based, denominational, and private offerings. MENFOP, through its General Directorate of Vocational Training (Direction Générale de la Formation Professionnelle), CFEN, ANEFIP, the University of Djibouti, employers, and ADDS and donor projects contribute different parts of the provision. Public vocational education structures exist in Djibouti City and five regions, but access and provision are regionally unequal. Planned CSFOP and CMSFOP structures and mobile units are intended to improve reach. Duration ranges from short, needs-based formats to programs lasting several months. Dates, fees, and requirements depend on the institution and announcement. For diploma-bearing CFC offerings, fees follow tariffs set by ministerial decree and a resolution of the governing board of the University of Djibouti; qualifying courses are priced case by case. No nationwide uniform fee or financing rule is documented, and CFC trainees do not receive a state scholarship. For ANEFIP internships, separate rules govern the obligations of the trainee (Stagiaire), company, center, and ANEFIP, as well as social-insurance coverage; young trainees are covered against occupational accidents during an internship at a company. No general recognition of self-directed learning or national credit or education-account system is documented. The offerings are particularly relevant for labor-market access, career changes, workplace upskilling, and the areas of transport and logistics, construction and public works (BTP), information and communication technologies (TIC), energy, and tourism. Ordinary initial vocational training, a first LMD degree program (LMD), and general language acquisition are not part of this area.
