The French labels continuing vocational education (formation continue), lifelong learning (formation tout au long de la vie), refresher training (recyclage), and skills enhancement (perfectionnement) describe, depending on the offering, vocational upskilling, refresher training, or advanced training. Career change (reconversion) and reskilling (requalification) refer to a change in occupational direction or the acquisition of new occupational qualifications. The Ministry of Employment and Vocational Training establishes policy and technical frameworks, supervises public and private training centers, and supports short cycles, retraining, and lifelong learning. The National Employment Fund operates as a public employment service under MINEFOP; its 17 agencies in ten regions advise jobseekers and refer them to suitable programs. Employees can agree on their training needs and a plan with their employer and contact the nearest FNE agency. Jobseekers and returnees generally go through registration, counseling, career guidance, training or reskilling, and, where appropriate, placement. For young people, MINEFOP offers, through the youth employment and skills program (JEME), among other things, counseling, skills assessment, practical trials, and placement. A call for applications (ORFEV-2026) was aimed at people aged 18 to 35 and offered free, 30-day, renewable training in digital professions, renewable energy, telecommunications, or sport. FNE services are free, and individual programs for jobseekers may be tuition-free. Employer training may be partially or fully financed and is expressly free of charge in connection with the apprenticeship tax (taxe d'apprentissage). Government bodies, local authorities, or private programs may additionally cover some or all course, examination, or insurance costs. Private offerings charge fees depending on the institution; transport, learning materials, and duration are also not regulated uniformly nationwide. Qualifications may be issued as a diploma (diplôme), certificate (certificat), or attestation (attestation). For validation of prior learning and experience (Validation des Acquis de l'Expérience, VAE), procedures, fees, and deadlines have not been confirmed uniformly nationwide. Before registering, applicants should therefore check eligibility, the center's recognition, the program status, the type of qualification, total costs, and attendance and examination rules.
Upskilling in Cameroon
Upskilling in Cameroon includes organized or self-directed offerings through which people update, deepen, or broaden their knowledge or redirect their careers. The system is practically fragmented: the Ministry of Employment and Vocational Training (MINEFOP), the National Employment Fund (FNE), employers, and public and private training centers offer different pathways. Access, cost, duration, and qualification depend on the program, provider, location, and available places; no general entitlement has been established.
