State

The State of Cabo Verde is a sovereign, unitary and democratic republic governed by the Constitution and the rule of law. National powers are exercised by the President, the Assembleia Nacional, the Government and the courts, while municipalities manage local matters. Public administration, taxation, justice, security and public services operate across an archipelagic territory of 10 islands and 22 municipalities.

Elections

Elections in Cabo Verde select the President, the National Assembly and municipal authorities through separate procedures. Citizens aged 18 or older who are registered can vote in national elections, while municipal voting also includes certain legally resident foreign and stateless residents. Presidential elections use a majority system, legislative elections use party lists with D’Hondt seat allocation, and municipal elections use two ballots.
