There is no nationwide institution in Cabo Verde for arranging acquaintances. Youth centers (Centros de Juventude), telecenters (Telecentros) and youth hostels (Pousadas de Juventude) can serve as places for meeting and exchange. Public events are usually accessible without a formal participation fee. Organized events, food, transport and especially changing islands can nevertheless incur costs. Opening hours, age limits, access rules and fees depend on the municipality, island and event. For a first contact, a shared activity, a local introduction, a neighborhood conversation or a cultural or youth activity may be suitable. Portuguese and the Kriolu language (Kriolu) are the central everyday languages. Cabo Verdean hospitality (morabeza) is a familiar term in the tourism context, but it does not create an obligation to invite someone, share contact details or grant private access. People under 18 are under special protection; gender-based violence and sexual violence can have criminal consequences. For Praia, the Judicial Police (Polícia Judiciária) lists the number 134, and for Sal and São Vicente the number 800 11 34. For other islands, local police and medical emergency numbers should be checked before a situation arises. Digital contacts are relevant in Cabo Verde, but they are not equally accessible to all households. According to ICT data from the National Institute of Statistics (Instituto Nacional de Estatística) for 2024, 68.7 percent of households had internet access at home; in urban areas the figure was 71.8 percent and in rural areas 58.9 percent. Among connected households, 88.2 percent used a mobile network, 30.2 percent ADSL, 7.3 percent a 3G stick, 6.0 percent a neighbor's network and 1.1 percent digital public-access points (Praças Digitais). Therefore, when making contact, phones, in-person events and local institutions should also be considered alongside apps and social networks. For digital contacts, Cabo Verde's data protection rules under Data Protection Law 133/V/2001 (Lei 133/V/2001), as amended by Law 41/VIII/2013 (Lei 41/VIII/2013), apply. The national data protection commission is relevant, among other things, for rights of access, rectification and updating. Share only data that is necessary for the specific contact, and do not forward private chats or profile pictures. Municipalities, cultural and youth offices, authorities responsible for family and social development, the national body responsible for preventing and combating violence, the Judicial Police and the national data protection commission have different responsibilities depending on the problem.

An acquaintance in Cabo Verde usually arises through shared activities, events, neighborhood connections or digital contacts and initially remains a loose social contact. Public cultural and leisure spaces, youth centers, telecenters, youth hostels and local initiatives offer opportunities to meet people, depending on the island. Hospitality, food, music or an invitation mean neither friendship nor a romantic relationship nor consent to a private meeting.
