The Institute of Brunei Technical Education (IBTE), under the Ministry of Education, provides many formal apprenticeship programmes through its schools and campuses. Learning can take place in classrooms, workshops, laboratories, employer sites, sea-going services and approved registered training organisations. Brunei Maritime Academy is relevant for maritime training. IBTE programmes combine compulsory, core, generic and specialised modules with practical assessment, industrial or sea placement, Life Skills for Workplace and Personal Development, and end-of-programme assessment. The qualification depends on the programme. Level 2 Apprenticeship, ISQ and CoP apprenticeship awards correspond to Level 2 of the Brunei Darussalam Qualifications Framework (BDQF). SC3 and NTec correspond to BDQF Level 3, HNTec and Diploma to Level 4, and HND or Advanced Diploma to Level 5. Apprentices can progress to skilled employment, technician work or higher technical study. University and general tertiary degree programmes are separate educational options. The July 2026 IBTE offer includes Level 2 Apprenticeship programmes for Deck Ratings and Engine Ratings, NTec Apprenticeships for Automotive Technician and Professional Cookery and Services, an HNTec Apprenticeship for Refrigeration and Air Conditioning Services, and additional ISQ Oil and Gas trades. A Deck or Engine Ratings programme can consist of three months at the institution followed by nine months of industrial attachment or sea-going service. Many HNTec examples use 18 months at the institution and six months of industrial attachment, but the exact duration, placement and award depend on the programme. Maritime outcomes may align with STCW Tables A-II/4 and A-II/5. Admission is competitive and programme-specific. Requirements may include particular O-Level, IGCSE or equivalent subject grades, a Yellow or Purple Identity Card, an online application through TVeCAS, a written test and an interview. Most programmes have no general age limit, but mature applicants generally need to be at least 21, have attended upper secondary education and show at least one year of relevant work experience for NTec or three years for HNTec. Medical and other programme conditions can apply. IBTE announces admission periods publicly, including July intakes. Students must pass compulsory and core modules, obtain the required credits and meet attendance rules. Institution attendance is generally at least 85%, while industrial attachment attendance is generally at least 95% where applicable. Assessment is continuous and may include an end test. A failed assessment normally allows one resit, and a failed module can normally be repeated once. Warnings can follow attendance breaches; a fourth monthly attendance result below 85% can lead to termination. Conduct, safety and plagiarism rules also apply. IBTE issues an HNTec or NTec qualification with an Achievement Transcript only after the relevant module, credit, attendance and attachment requirements are completed. Funding differs by intake and status. IBTE may charge a registration fee that can include items such as a uniform or personal protective equipment. Hostel, transport and allowance support may be available under conditions set by the Registrar. Continuing Education and Training (CET) fees are separate. CET part-time programmes can sometimes lead to NTec or HNTec, while short CET courses normally support reskilling or upskilling and do not automatically equal a national vocational qualification. Workplace learning and mentoring can build skills, but ordinary work experience does not generally convert into a recognised TVET award without an approved assessment or progression arrangement. The i-Ready programme is a separate paid work-experience apprenticeship. It is coordinated through the Manpower Planning and Employment Council (MPEC), the Prime Minister's Office and PPB/JobCentre Brunei, and it does not itself constitute an independent national initial qualification. It is generally aimed at unemployed Brunei citizens or permanent residents registered with PPB, usually aged 17 to 40, with limited work experience. JobCentre Brunei matches vacancies, the company interviews the candidate and the parties sign an i-Ready Apprenticeship Contract. TVET qualifications at BDQF Levels 2 to 4 can be eligible. An assigned coach or mentor can supervise up to three apprentices, and PADP assessment takes place every six months during the usual 18-month period. Permanent employment may become possible during or after the placement. For i-Ready apprentices in eligible TVET Levels 2 to 4, the government allowance is BND 400 per month for months 1 to 18. The government TAP/SCP contribution is BND 34 per month. In the private sector, the employer top-up is at least BND 300 per month during months 11 to 18, with a minimum employer TAP/SCP contribution of BND 32.50 per month. Contract and intake conditions require verification, and the MPEC handbook states that i-Ready apprentices are excluded from coverage under the Employment (Minimum Wage) Order 2025. Qualification recognition and accreditation are handled by the Brunei Darussalam National Accreditation Council (BDNAC), while programme delivery remains with IBTE and its industry partners.
