Which disaster risks are most practically significant in Benin?

Flooding and coastal risks are particularly relevant, especially in Cotonou, Grand-Nokoué, Mono and Grand-Popo. Drought and water stress also affect the north, while extreme heat, storms, fires, industrial accidents and infrastructure failures are additional hazards.

How does disaster warning work in Benin?

The meteorological service publishes weather, seasonal and marine warnings as well as vigilance warnings. An integrated flood-warning system for four river basins is being developed; nationwide uniform SMS or siren coverage has not been established.

What should people do for evacuation during an acute disaster in Benin?

Affected people should follow official instructions, leave danger zones and avoid crossing flooded roads or waterways. Assembly points, shelters and safe routes are determined according to the event and location.

How can an accredited organization apply for disaster assistance through FONCAT in Benin?

A technical body must first confirm the occurrence, immediacy and duration of the event. The accredited organization then submits a funding application; approval is required before funds can be provided.

What government support is available to people affected by a disaster in Benin?

Depending on the situation, water, food, mats, medicines and other emergency assistance may be provided. The available information does not establish blanket compensation or a permanent housing guarantee.

Disasters in Benin

Benin has a multi-level disaster-management system for floods, drought, extreme heat, storms and other major emergencies. Between 1982 and 2022, 20 major floods affected about 3.3 million people; one severe drought affected about 2.1 million. Coastal and lagoon areas, river regions and northern Benin face different priority risks.

Relevant hazards in Benin include river, urban and coastal flooding, flash floods, drought, extreme heat, strong winds, storms, coastal erosion, rising sea levels, storm surges, wildfires, industrial accidents, infrastructure failures and humanitarian emergencies. Cotonou and the wider Grand-Nokoué area are particularly exposed because of low-lying coastal and lagoon areas and weak drainage. In Mono and Grand-Popo, water levels and flooding play a major role, while in the north, drought and water stress burden agriculture and supplies. Benin's coast is about 125 kilometres long; around 65 percent is considered affected by erosion, with an average retreat of approximately four metres per year. The state disaster-management service is locally known as civil protection (Protection civile). The Beninese Civil Protection Agency (Agence béninoise de protection civile (ABPC)) has existed since 2024 and was formed from the former National Civil Protection Agency and the National Firefighters Group. The system operates at national, prefectural, municipal and local levels with prefects, mayors, village chiefs or delegates, and local platforms. Preparedness is based, among other things, on Decree 2023-334, the national emergency plan under Decree 2024-859, municipal emergency plans, risk analyses, training, exercises, and geospatial and information systems. Practical implementation differs by municipality. Benin's meteorological service (METEO-BENIN) publishes weather, seasonal and marine warnings as well as specialized vigilance warnings (CAP-Vigilance). The water authority (Direction générale de l'eau), the national water institute (Institut national de l'eau), the Benin Institute for Fisheries and Oceanographic Research (Institut de recherches halieutiques et océanologiques du Bénin) and the agency have been building an integrated flood-warning system for four river basins and several hazard types under a data-exchange protocol from May 2026. Nationwide uniform coverage through SMS or sirens has not been established. Public warning information is available online free of charge. In an acute emergency, local platforms, the municipality (Mairie), the prefecture (Préfecture) or the agency may provide information; the available sources do not establish a reliably documented nationwide emergency number for citizens. During an event, the agency, firefighters, municipalities, specialized response teams and coordinated aid organizations first assess the situation and then organize rescue, protective measures and, where necessary, evacuations. Assembly points, shelters and evacuation routes depend on the event and the affected location; a nationwide public shelter list has not been established. Anyone instructed to leave a danger zone should follow the directions of the responsible authorities and must not cross flooded roads or waterways. FONCAT is a state disaster-relief budget line (FONCAT), but it is not an automatically payable individual entitlement. An accredited organization first needs technical confirmation of the occurrence, immediacy and duration of the event, then submits a funding application and waits for approval. Emergency assistance may include water, food, mats, medicines and other goods, depending on the situation. Its scope and timing depend on the event and the approved procedure. Local platforms may request funds and personnel; refusal may trigger administrative sanctions and criminal prosecution. No blanket compensation or permanent housing guarantee has been established. After disasters, the post-disaster resilience program (PNRRC-ACC) combines prevention, recovery and the further development of resilience. State and municipal projects include drainage, coastal protection and resilient infrastructure; in Cotonou, these include Cotonou drainage projects (PAPC) and related infrastructure measures (SIRAT) involving canals and drainage. There are no uniform nationwide cost rules for private protective measures, relief supplies, evacuation or compensation. Warnings may concern a short-term weather situation or an entire season, while local platforms operate, depending on their level, at least annually or quarterly.
