The Belize Constitution is the supreme law of Belize. It establishes a constitutional monarchy in which the Governor-General holds the formal constitutional office and generally acts on the advice of the Prime Minister or Cabinet. The Prime Minister leads the Government, while Cabinet exercises collective executive responsibility. The Attorney General serves as the Government’s principal legal adviser. Constitutional protections include rights relating to life, liberty, equality, expression, assembly, association, conscience, movement and property, subject to lawful limitations. Constitutional amendments require action by the National Assembly. Belize has six administrative districts: Corozal, Orange Walk, Belize, Cayo, Stann Creek and Toledo. The districts do not have an equivalent of an elected district government. Local government consists of Belize City and Belmopan, seven towns and rural bodies such as Village Councils, Community Councils and, where applicable, an Alcalde. Mayors and councillors are elected for three-year terms. The Belize City Council Act, Belmopan City Council Act and Town Councils Act provide the main municipal legal framework. Councils handle practical services such as streets, lighting, drainage, refuse, cemeteries, local regulation and local revenue. Their income can include municipal taxes, fees, grants and government subventions. The Ministry of Rural Transformation, Community Development, Labour and Local Government is the central ministry for this area. Local jurisdiction and residence determine which council can provide a service. Rural Alcalde arrangements may operate partly through established local practice rather than the same formal structure used by municipalities. The National Assembly is bicameral, consisting of the House of Representatives and the Senate. The House legislates, approves appropriations and conducts parliamentary oversight; the Senate reviews legislation and performs its legislative role. The Speaker presides over the House and the President presides over the Senate. Cabinet remains accountable through parliamentary processes. Belize’s Senior Courts comprise the High Court of Justice and the Court of Appeal, headed by the Chief Justice. The High Court has unlimited original jurisdiction and includes constitutional and administrative jurisdiction. Magistrates’ and other inferior courts handle many matters at first instance, while appeals can move through the High Court and Court of Appeal. The Supreme Court Registry also contains a Caribbean Court of Justice sub-registry. Filing a case or complaint therefore depends on the competent registry and the applicable procedure, fees and timetable. Central administration includes ministries, departments, statutory bodies and independent constitutional offices. The Ministry of the Public Service is the principal public-administration arm. The Public Services Commission deals with appointment, confirmation, promotion, transfer, discipline and removal of permanent established staff. Separate commissions cover judicial and legal services and security services. Chief Executive Officers supervise ministries and departments. Government vacancies are normally published through the official Government job portal. Eligibility commonly depends on Belizean nationality or residence, the qualifications stated in the vacancy and the requirements of the particular service. Public officers are expected to act with integrity, courtesy, fairness, confidentiality and commitment to service under the applicable regulations. Applying for a public job is free, while the timing depends on the vacancy and selection process. The National Digital Agenda 2026–2030 supports modernization of digital public services, and the Office of the Prime Minister coordinates Cabinet and government communication. Belize’s financial year runs from 1 April to 31 March. The Ministry of Finance and its Budget Department prepare revenue and expenditure estimates, spending ceilings, releases, supplementary allocations and cash-flow and debt monitoring. Cabinet approval precedes presentation and appropriation by the National Assembly. The Accountant General manages central accounting. The Belize Tax Service and Customs and Excise collect domestic revenue, while internal audit and audit committees provide executive-level assurance. Public debt reporting and sustainability form part of fiscal management. Taxes, duties, fees and public spending affect the relationship between residents and the state, but the existence of a state institution does not by itself create a universal individual benefit. State-owned enterprises are not automatically part of the central budget. The Auditor General audits public accounts, ministries, departments, courts, commissions and public authorities. The audit examines matters such as compliance with appropriations, protection of public resources and lawful use of funds. Reports go to the Minister of Finance for tabling in the National Assembly, where the Public Accounts Committee can scrutinize them. The Ombudsman investigates wrongdoing, corruption, abuse, injustice or injury by an authority; complaints are confidential and free, although matters outside the mandate may be referred elsewhere. The Integrity Commission receives and examines declarations, checks compliance and investigates relevant complaints or non-compliance involving public life. Internal audit provides a separate executive control layer. The Freedom of Information Act provides a legal method to request official documents and records from ministries and prescribed authorities, subject to exemptions and the applicable fees and timing rules. The Act excludes the courts and the Governor-General’s Office from its scope. Public information is also published through the Government Press Office, ministry portals, the Government of Belize E-Library and National Assembly sittings and records. English is the official administrative and legal working language. Digital access is expanding, but internet access is not universal. Other complaint channels include ministry or agency procedures and professional-standards channels within the police. The Ministry of National Defence and Border Security oversees defence policy. The Belize Defence Force protects sovereignty and territorial integrity and can provide land, air or sea defence and emergency assistance. The Belize Police Department, led by the Commissioner, protects life and property, prevents and detects crime, apprehends offenders and maintains law and order. Emergency calls use 911, while anonymous crime tips can be submitted through 922. The National Emergency Management Organization, known as NEMO, is the Government’s national authority for emergency preparedness and response. The Prime Minister chairs it, and national and district emergency committees coordinate disaster action. Police, NEMO and the Belize Defence Force have distinct roles, so the appropriate contact depends on whether the situation concerns an immediate emergency, disaster coordination or defence support.
