Shopping in Belize

Food, clothing, household goods, personal-care products and technical devices are available from formal shops, retailers, community markets, craft markets and stalls. Examples include Fort Street Tourism Village, San Pedro Artisans Market and San Narciso Community Market. The range is not the same everywhere; especially on smaller islands and in individual districts, selection, stock and delivery routes may differ considerably. There is no complete nationwide directory of retailers. For packaged goods, the product or generic name, brand, manufacturer, the address of the manufacturer, importer or seller, country of origin, net contents, ingredients, date or batch information, instructions for use and warnings should be legible. The Belize standards authority (Belize Bureau of Standards (BBS)) monitors mandatory labelling requirements and legal measurement controls. Commercial scales and pre-packaged quantities must be verifiable; an accuracy sticker may indicate that this check has been carried out. Ask questions if anything is unclear and keep receipts and written warranties. The Belize dollar (BZ$) is legal tender and is fixed to the US dollar: BZ$2 equals US$1. Shops may accept cash, cards, bank transfers or cheques, but they do not have to offer every payment method. Digital services such as DigiWallet digital payment service (DigiWallet) and E-Kyash digital payment service (E-Kyash) are part of the payment system. Use only authorised payment providers and check the amount, recipient and payment receipt before confirming. The interoperable payment system (Interoperable Payment System) could not yet be assumed to be generally available at the time of the research. For online purchases, the seller must clearly provide its legal name, principal geographic address, an electronic contact option and telephone number. Communication must be possible quickly, easily and effectively. Keep order documents, payment receipts, messages, delivery records and photos of defects. Belize has no nationwide return or withdrawal rule for every online purchase that was confirmed in the official documents reviewed. For defective or inaccurately described goods, contact the seller first. Depending on the circumstances, the goods-sale law (Sale of Goods Act) and a complaint to the standards authority may be relevant; the specific claim depends on the goods, contract and defect. For orders from abroad, shipping, customs and tax issues are often added to the purchase price. The Belize customs authority (Belize Customs & Excise) assesses imports using the transaction invoice and the CIF value. Import duties range from 0 to 100 percent depending on the tariff classification; for many goods, the rate is approximately 20 percent. Treatment of the goods and services tax (Goods and Services Tax (GST)) depends on the transaction and importation; an online seller based in Belize charges 12.5 percent in the standard case. Therefore, check the specific tariff classification, delivery route and stated charges instead of comparing only the item price. The national postal service (Belize Postal Service) accepts parcels at all post offices in the districts and Cayes. International parcels often take about 7 to 14 working days, while the Express Mail Service may take approximately 5 to 12 working days; delivery times are not guaranteed. Parcels weighing 2 kg or more are subject to separate acceptance conditions, and the express service can carry shipments of up to 30 kg. Shipments may be inspected. Lithium batteries are removed from electronic devices when required for shipping. The standards authority identifies consumer rights including access to basic needs, information, choice, safety, representation, redress and a healthy environment. The consumer protection unit (Consumer Protection Unit) of the standards authority is the central public contact point for complaints about unfair, unlawful, deceptive or misleading business practices, defective goods and unsatisfactory services. The consumer hotline is 0-800-2-TELL-US or 0-800-283-5587. The authority states a service target of no more than ten working days for handling requests for redress. Depending on the case, the office may work with health authorities, Belize Tax Services, the Department of the Environment, the Belize agricultural and health authority (BAHA), the police or local Town and Village Councils. Since Belize has not codified comprehensive uniform consumer protection, responsibility and redress may depend on the circumstances. When shopping, buyers are responsible for understanding the sales conditions, asking questions, following instructions, securing written warranties and keeping receipts. The plastics-pollution regulations (Environmental Protection (Pollution from Plastics) Regulations 2020), including later amendments, apply to plastic and Styrofoam products. Depending on the product, they restrict the import, manufacture, sale or possession of certain single-use plastics and Styrofoam items. The binding standard (BZS 32:2021) applies to biodegradable products and contains labelling requirements. Refrigerators, freezers and air conditioners may carry energy labels. Nationwide recycling collection has not been confirmed; reusable and compliant packaging is therefore the more reliable choice. For food shopping, the focus here is the sales channel. Questions about nutrition, preparation or health effects belong to a different subject context. General price trends and standalone consumer-rights questions also go beyond the shopping context unless they are directly connected with a specific purchase, delivery, payment or complaint.
