Investing in Belize

Investing means deploying capital for a specific purpose, such as generating ongoing income, achieving capital growth, preserving capital or transferring wealth later. In Belize, access ranges from bank deposits, fixed-term deposits and shares in credit unions to government securities and regulated funds, as well as real estate, tourism, agriculture, private small and medium-sized companies and global securities through licensed or international providers. The formal investment sector is established but highly fragmented. Belize does not have a broadly developed domestic stock market; trading listed shares domestically is therefore not an equivalent standard access route. Belize's central bank (Central Bank of Belize) is responsible, among other things, for banks, credit unions, foreign-exchange control, government securities and the central securities settlement system. Belize's financial services regulator (Financial Services Commission) oversees, among other things, securities companies, funds, broker-dealers, investment advisers, fund managers and custodians. Before placing an order, an investor should check the provider in the FSC register and also verify the licence period, prospectus or offering document, approved auditor, custody arrangements and complaints process. Government securities are issued through the CBB as fiscal agent. Treasury Bills have maturities of less than one year and often three months; the minimum denomination is 200 Belize dollars (BZ$). Treasury Notes run for one to 20 years depending on the issue and have minimum denominations of 1,000 BZ$. Treasury Bonds typically have maturities of ten to more than 30 years. Subscription, bidding and settlement follow the relevant public notice; settlement takes place through the automated payment and securities settlement system (Automated Payment and Securities Settlement System). The CBB describes income from government securities as tax-free, but the specific tax status should still be checked for one's own structure. Funds include public, professional, private and real estate funds. Public and professional funds typically require a fund manager, an administrator and a custodian. The prospectus should explain the investment objective, strategy, fees, risks, issuance and redemption, valuation and the responsible officers. A professional fund may restrict access to qualified or professional investors. The Belize dollar has been pegged since 1976 at 2 BZ$ to 1 US dollar. This stable peg reduces exchange-rate risk between BZ$ and the US dollar, but it does not protect against fluctuations against the euro, pound or other currencies. Foreign-exchange control rules and a confirmation or approval from the CBB may apply to foreign securities, securities or real-estate transfers and capital outflows. This should be clarified with the investor's bank, the provider and, where applicable, the CBB before payment. Bank deposits and certain deposits with credit unions may generally be protected up to 20,000 BZ$ per insured deposit; product and person-based exclusions apply. This protection does not automatically cover securities, funds, real estate or private investments. A portfolio focused on capital preservation and liquidity may place greater emphasis on deposits and Treasury Bills, ongoing income on Notes, Bonds, dividends or rental income, and growth on globally diversified equity funds or investments in companies. Real estate and private investments in tourism, agriculture and other businesses are often illiquid and concentrate risk. Risks include bank and inflation risks for deposits; sovereign, interest-rate and liquidity risks for government securities; and market, currency, custody and jurisdictional risks for funds and global securities. Real estate also involves risks relating to title, development, transfer costs, hurricanes and flooding. Digital assets are particularly volatile and carry additional custody, fraud and regulatory risks. Fees may include commissions, spreads, advisory, administration, custody, fund expenses, transfer, withdrawal, foreign-exchange, bank and CBB fees and, for real estate, legal, notarial and transfer-related charges. The specific tariff is set out in the prospectus, contract or fee schedule. Depending on residence, source, legal form, asset and type of income, interest, dividends, investments, debt securities, Bills, Bonds and Notes may be relevant to the tax return and income or business tax (Income or Business Tax) in the relevant business context. Cross-border investments may also create foreign tax and reporting obligations. Providers typically require identity, anti-money-laundering, beneficial-owner and source-of-funds documentation. If there is a problem, the provider should be contacted first; depending on jurisdiction, the FSC or the CBB is the next complaints authority. Guaranteed high returns, time pressure, unclear custody, advance payments, missing licences or account statements that cannot be verified are clear warning signs.
