In everyday life, telephony and mobile data are used mainly through Digi from Belize Telemedia Limited and Smart from Speednet Communications. Both providers offer prepaid and postpaid plans, SIM or eSIM cards, mobile data, their own stores, apps, and support through USSD and telephone. Fixed-line broadband and other internet services depend on the provider, plan, and location. Regional and island differences should be checked before purchase. The telecommunications regulator (Public Utilities Commission), or PUC, regulates licenses, frequencies, interconnection, tariffs, and complaints. In the event of an outage or contract question, contact the provider first and, if necessary, PUC Consumer Affairs afterward. An online complaint requires, among other things, a name, email address, telephone number, location, and evidence of no more than 10 MB. An application for Starlink alone does not establish a generally available live service in Belize. The national postal operator (Belize Postal Service) offers Regular Mail, the registered-mail service (Registered Mail), Parcel Post, the domestic express-mail service (Domestic Speed Mail), post office boxes, Money Orders, and Drop Boxes. Registered Mail provides a receipt, tracking, and a delivery signature. A post office box requires identification, an application, a rental fee, and a key. Postage costs depend on size, weight, and destination. Domestic Speed Mail reaches the entire country. Delivery from Western and Northern destinations to Belize City is scheduled for the same day, while delivery to other destinations is usually within about 24 hours. The price starts at 6 dollars for half a kilogram and increases by 1 dollar for each additional 500 grams. For Southern destinations and the Cayes, it starts at 10 dollars. Domestic Speed Mail is available Monday to Friday from 7:30 to 17:30, and Cash on Delivery may be offered. For international shipments, services include Regular Mail, Registered Mail, Parcels, and the international express-mail service (EMS). EMS starts, depending on the zone, at 90 dollars for the first kilogram to the United States and Central America, at 95 dollars to Canada, South America, and the Caribbean, at 70 dollars to the United Kingdom and Central Europe, and at 80 dollars to Australia, Asia, and Eastern Europe. The stated delivery times are approximately 5 to 12 business days. The maximum weight is 30 kilograms. Packages may be opened for inspection, and lithium batteries must be removed from devices. A clear recipient address and return address prevent additional delivery problems. The ministry responsible for e-governance (Ministry of E-Governance) and the government IT office (Central Information Technology Office) coordinate digital government services, access to online offerings, and digital infrastructure. The national digital strategy for 2026–2030 (National Digital Agenda 2026–2030) includes connectivity, inclusive access, digital identity, cybersecurity, and digital skills, among other areas. Depending on the service, online, telephone, email, or in-person channels are available. Current contact details can be found in the Government of Belize online library (GOB E-Library) and the government directory. The electronic-transactions law (Electronic Transactions Act 2021) gives electronic documents, records, and signatures legal effect. The data-protection law (Data Protection Act 2021) protects personal data. Sensitive documents should therefore not be sent indiscriminately through messaging services or social networks. The freedom-of-information law (Freedom of Information Act) allows written requests for access to documents held by ministries and other prescribed authorities, unless an exception applies to the document. The authority should generally decide no later than two weeks. In the event of refusal or delay, the public complaints investigator (Ombudsman) may conduct a review. Information can be provided as an inspection, copy, audio, video, or transcript. Communication with public authorities does not have to take place digitally. The disability-rights law (Disabilities Act 2024) protects nondiscriminatory access to public services. The special-education unit (Special Education Unit), together with nongovernmental organizations, supports sign language, mobility and orientation assistance, and services for speech and sensory impairments, among other things. Depending on the need, text, audio, easy language, Braille, sign language, or other non-spoken forms of communication may be appropriate. The research does not establish a single national relay service. Alternative channels should therefore be requested directly from the responsible office. In emergencies, 911 is for the police, 990 for the fire service, and 936 for NEMO, the national emergency-management authority (NEMO). NEMO coordinates national emergency preparedness and response as well as information, communication, and warnings. During crises, official NEMO and government information should be preferred over unconfirmed messages. Interpersonal misunderstandings in Belize are usually resolved informally. There is no central general mediation service for communication. For telecommunications problems, use the provider and PUC route. The Ombudsman is responsible for disputes about access to information.
Communication in Belize
Communication in Belize takes place through several separate channels, including conversations, telephony, postal services, digital services, and government channels. English is the official language; Kriol, Spanish, Garifuna, Maya languages, and other languages shape daily life. The Public Utilities Commission is responsible for telecommunications, while providers, the Belize Postal Service, public authorities, and the Ombudsman each have their own responsibilities.
Tip
Plan communication channels in Belize according to purpose, urgency, accessibility, and the evidence required. For telephone and internet services, check the specific location and provider before purchase. For public authorities, complaints, and important shipments, keep a traceable written or registered record.
