Pets in Barbados

Pets in Barbados are usually obtained through private providers or non-governmental rescue organisations such as The Ark, Ocean Acres Animal Sanctuary, Safe Cats of Barbados and BARC. These organisations have their own intake and adoption rules; BARC is stated to require a donation of 50 BBD, while The Ark requires, among other things, a minimum age of 18, a home inspection, an adoption agreement and fully secure fencing. The Ark does not accept permanent tethering or keeping an animal in a small enclosure. The reviewed sources do not establish a unified pet register, a government breeder register or a general cat register. For dogs, the dog licensing and control law (Dogs (Licensing and Control) Act, Cap. 177) applies. Dogs aged six months or older require a licence; after taking ownership, the application must be submitted within 14 days. The licence is valid for twelve months or three years, and the dog must always wear an identification mark on its collar or harness. Anyone keeping at least five dogs or operating a kennel also needs a kennel licence. The keeper must report a change of ownership. The fees stated in the consolidated Regulations 1989 range from 5 BBD per dog for up to four dogs, 4.50 BBD for five to fifteen dogs and 4 BBD for sixteen or more dogs; kennel fees of 40 to 150 BBD are stated. The nominal fees have not been confirmed as current. Dogs must be kept on a leash in public places. They may not enter restaurants, public eating areas or places selling goods intended for human consumption. Faeces on a beach or another public place must be removed immediately. The police or an authorised person may seize a roaming dog and take it to the Animal Control Centre. The keeper bears reasonable costs; for an identified dog, the procedure provides for notification and a period of seven days. If the keeper is unknown, a sale or destruction may be possible after three clear days. Release requires a valid licence. Animal-welfare law prohibits, among other things, cruelly withholding food or water, cruel punishment, abandoning an animal and dog fighting. A dog kept on a chain or in a confined space must receive sufficient exercise. Depending on the offence, penalties may range up to 2,500 BBD or six months' imprisonment, or up to 5,000 BBD or twelve months' imprisonment; a court may also prohibit keeping dogs or operating a kennel. In February 2026, certain authorised persons were designated under the Prevention of Cruelty to Animals Act. No corresponding specific licensing, leash or animal-control regime was found for cats; general animal-welfare and health rules and private rescue practices remain relevant. The Veterinary Services authority (Veterinary Services) of the Ministry of Agriculture, Food and Nutritional Security is responsible, among other things, for surveillance, disease control, quarantine and laboratory testing. Reliable veterinary care is provided by registered veterinary surgeons under the Veterinary Surgeons (Registration) Act, Cap. 374; the Veterinary Council maintains a register, although a complete current list could not be located. If rabies is suspected in or diagnosed in a dog or cat, the police must be informed immediately. The animal may be isolated or detained until official clearance is given. Importing a pet requires an import permit from Veterinary Services. Dogs and cats need an ISO microchip compliant with 11784/11785, a rabies vaccination from three months of age and a waiting period of at least 35 days after the primary vaccination or a late booster. Category 1 or Category 2 rules apply depending on the country of origin; for Category 2 or sea travel, an FAVN titre of at least 0.5 IU/ml is required, determined at least 30 days after vaccination. For Category 1, the animal must have been continuously present in a Category 1 country for at least three months immediately before entry. An Official Export Health Certificate requires an examination within seven days before travel, government endorsement and is valid for ten days. Arrival must be announced at least three working days in advance with details of the owner, contact, customs broker, transport and flight or ship. The animal enters through Bridgetown or Seawell Airport, is taken directly to the Animal Reception Centre and may be examined again or placed in quarantine. Depending on the case, additional fees apply for the permit, microchip, vaccinations, tests, certificate, broker, inspection, quarantine, customs and live-animal clearance. There are no blanket pet rules for other animal species. Veterinary Services requires, among other things, details of the species, breed, age, sex, microchip and transport; permits, certificates and quarantine depend on the species and origin. For export, the destination country and any transit countries determine the requirements. Barbados does not provide a general export checklist independent of the destination and transit countries. The reviewed sources do not establish a unified government surrender route for pets. Anyone unable to keep an animal should first ask The Ark, Ocean Acres Animal Sanctuary, Safe Cats of Barbados or BARC directly about intake, foster care, rehoming and food or medical assistance. Capacity, costs and processing times depend on the organisation; abandoning the animal is not an acceptable solution.
