English is the official language for administration and public services. Barbadian Creole (Bajan) is used in everyday life and informal conversations; clear Standard English is suitable for formal matters. If misunderstandings arise, ask for clarification or provide written confirmation with your name, the date, a file or application number and the requested response deadline. Flow and Digicel are the leading telephone providers. Barbados uses the +1-246 area code and short service numbers: 211 for the police, 311 for the fire service, 411 for directory assistance, 511 for the ambulance service, 611 for repairs, 811 for the Business Office and 911 for emergencies. Prepaid and postpaid plans, mobile data, SMS and VoIP are available depending on the provider and contract. The research gives the following Digicel prepaid packages as price examples: BBD 10 for one day and 3 GB, BBD 30 for seven days and 5 GB, and BBD 105 for 30 days and 20 GB. A Flow tourist SIM costs, for example, BBD 20 for one day and 6 GB or BBD 40 for seven days and 6 GB; tariffs change and should be checked before purchase. Number portability is possible between fixed-line connections and between mobile connections. The application is made at a shop or with an authorised dealer; a passport or driving licence serves as proof of identity. Postpaid contracts may additionally require a current bill showing the matching name, and companies may need an authorisation. For mobile services, an SMS to 77678 confirms validation. Porting normally takes one business day for mobile services and five business days for fixed lines and does not incur a porting fee. Unlocking the device may nevertheless be chargeable. In the event of a quality defect, reverse porting is possible within 14 days; after that, the same number remains blocked for 60 days. With fixed-line connections, broadband, television and voicemail may be lost when leaving the current provider. The Mobile Telecommunications Code 2023 requires participating providers to give clear prices, information about costs outside the plan and an understandable summary of contract information. Contracts must be available electronically or in print free of charge. In a telephone sale, the summary must arrive within 24 hours; the cancellation period is at least three business days. An objection to the contract within 30 days can lead to cancellation without a penalty. Service enquiries are free of charge. Providers should acknowledge complaints within two business days and generally answer them or provide an update within ten business days. Bills must arrive within ten business days after the end of the billing period, and usage warnings at 50, 75 and 100 percent should be sent within 48 hours. Normal disconnection requires at least three calendar days’ advance notice; exceptions include, among other things, protecting the network, fraud or reaching a credit limit. The Barbados Postal Service operates 19 counters and 161 delivery routes. District offices usually open Monday to Friday from 8:00 to 15:00, until 15:00 on Mondays and until 15:15 from Tuesday to Friday; information on General Post Office pages sometimes gives opening hours of 7:30 to 17:00 or 8:00 to 16:00, so opening hours should be confirmed before visiting. All household members aged 16 or over sign; backdating is not possible. Internet access is required for online forms; some services remain ministry-, counter- or telephone-based, and a uniform offline alternative is not documented for every service. BGIS also publishes public information as the government communication service. For emergencies, 211 or 911 reach the police, 311 the fire service and 511 the ambulance service. During storm warnings, information from DEM, the Barbados Meteorological Services and BGIS should be supplemented by a battery-powered radio as well as charged devices and power banks. The Rights of Persons with Disabilities Act 2025 has been in force since 2 January 2026. Communication may include spoken or signed language, text, Braille, large print, accessible multimedia, easy-to-understand written or audio information, human reading assistance and augmentative or alternative communication forms. Public bodies should provide digital information in various formats in accordance with Web Accessibility Guidelines. On national television, at least one news programme per day should offer a sign-language inset, subtitles or captions. Financial institutions should provide accessible services and audiovisual equipment at ATMs; courts provide free sign-language interpretation, Braille and physical accompaniment or orientation assistance. The Social Empowerment Agency is responsible. The Barbados Council for the Disabled offers, among other things, sign-language interpretation, Braille translation and accessible transport, although availability and registration deadlines should be clarified in advance. Complaints can be submitted through the responsible agency or the Disability Rights Tribunal. The Data Protection Commission and MIST are responsible for personal data. Data subjects may request, among other things, access, rectification, erasure, restriction, objection, data portability and withdrawal of consent. Controllers must implement appropriate security measures and report personal data breaches without undue delay; where there is a risk, a notification may be required within no more than 72 hours. Sensitive data should only be submitted through independently verified official channels. For a problem with a mobile provider, the internal complaint is followed first by acknowledgement within two business days and a targeted response within ten business days. The Fair Trading Commission can then be contacted at info@ftc.gov.bb and +1-246-424-0260. Complaints under the Telecommunications Act may be submitted in writing to the responsible Inspector; where permissible, an investigation should begin within 14 days of receipt. The Ombudsman accepts complaints from citizens and residents against ministries, authorities or statutory bodies concerning unreasonable, unlawful, inadequate or unfair conduct; the Ombudsman can be reached at 536-0851 and ombudsman@caribsurf.com. The general time limit is twelve months from becoming aware of the matter, although special circumstances may permit an exception. Criminal offences should be reported to the police at 211 or 911 or to the nearest police station; Crime Stoppers can be reached at 429-8787. The police warn about identity theft and phishing through fake messages, calls, links, WhatsApp messages and videos. Banking details, passwords, PINs, identity documents and payments should not be sent to unverified senders. The URL and sender should be checked independently; screenshots, headers and payment receipts should be saved for reports to the provider, bank or police.
