Apprenticeship in the Bahamas

The apprenticeship system is part of technical and vocational education and training (TVET). The Apprenticeship Act 2024 regulates apprenticeship as a combination of workplace learning and organized learning outside the workplace. The occupation is determined by a profession-specific Apprenticeship Order. The National Apprenticeship Board directs and oversees the system; the National Apprenticeship Unit registers employers and agreements, monitors implementation, and coordinates final assessment. Sector Skill Councils support needs assessments, curricula, and quality assurance. Public and private institutions may participate as providers. The National Training Agency (NTA) plans on a competency basis, registers and accredits programs, and contributes to the certification framework. The Bahamas Technical and Vocational Institute (BTVI) is the government TVET institute. Under the law, a participant must be at least 16 years old, must not already be enrolled in full-time education, and must either be a Bahamian citizen or have permanent resident status with the right to work, or an equivalent Belonger permission (Belonger-Erlaubnis). A medical certificate is a statutory entry requirement. Minors need the consent of a parent or legal guardian. Current NAP calls sometimes specify stricter conditions: the NAP website lists cohorts aged 18 to 25, Bahamian citizenship, and six weeks of preparatory training; a government page from 2026 states ages 16 to 25. Age, status, and the preparatory offering should therefore be checked for the relevant cohort. According to the published information, the NAP includes six weeks of paid, occupation-specific preparation followed by approximately one year of placement with an employer. A government statement from 2026 specifies 46 weeks of placement, while the NAP website refers to one year. During the program, approximately 80 percent consists of workplace learning and 20 percent of structured learning. Organized learning may take place with an employer, college, university, or online. Completion combines practical experience with acquired records and qualifications. In January 2026, 44 apprentices and 36 private companies were involved. Construction and Mechanical Trades and Maritime were active; further cohorts were announced for Energy, Customer Service and Hospitality, and Medical Services and Patient Care. The offering and available occupations vary by cohort, employer, and location. An employer needs a qualified tradesperson, a written application, and the Board’s approval to participate. Written Board authorization is required before employment begins. The company enters into a written and signed agreement and works with the education provider. After completion, the agreement must be registered within 14 working days; without registration, it is not binding. Financing may be provided through a funding agreement or by the company itself. Apprentices are subject to the employment rules of the Employment Act. The agreement and Apprenticeship Order regulate, among other things, pay, leave, working hours, probation, and possible allowances. Pay may not be based solely on the amount of work performed. Persons under 17 may not work overtime. The employer must keep training, competency, working-time, wage, leave, and disciplinary records. Changing employers requires the consent of the apprentice and of the former or new employer, as well as Board approval. An overseas placement also requires Board approval. Participation may end when the agreement expires, by written mutual agreement, because of a serious breach of the agreement, by Board decision, or because of the employer’s insolvency or closure. In the event of a breach, the apprenticeship relationship may be suspended without pay for no more than 28 working days; the Board must be informed within seven working days. The Board may terminate the agreement or an employer’s participation and recover funding. Successful participation does not guarantee permanent employment and does not automatically replace a professional license. Alongside registered apprenticeships, functional alternatives are available. The National Training Agency offers free 14-week Entry Level Workplace Training consisting of four weeks of the Workforce Preparatory Programme and ten weeks of Practical Skills Training or an internship. The program is aimed at people aged 16 to 26 and provides soft skills and basic technical skills, for example in Food Preparation, Auto Body Repair, Office Procedures, Culinary and Baking, Housekeeping, Teacher’s Aide, or Retail Knowledge. It is offered at locations in New Providence, Grand Bahama, and Exuma and may include City-and-Guilds credentials. This program does not replace a registered apprenticeship agreement unless it also meets the statutory requirements. BTVI offers formal Certificates, Diplomas, and Associate Degrees of Applied Science in areas such as Beauty, Business, Construction and Mechanical, Electronics and Media, Fashion, and ICT. The institute combines practical workshops with theoretical instruction, offers Dual Enrolment for grades 10 to 12 and NCCER programs, and is represented on several Family Islands and at Instructional Service Centres. Typical entry requirements for a Certificate or Diploma are BJC English and Math with at least a C, or an equivalent qualification or placement test; for an Associate Degree of Applied Science, requirements include BGCSE, GCE, or CXC English and Math with at least a C, or an equivalent qualification. BTVI’s fee schedule lists a non-refundable application fee of US$50, registration of US$200 per semester, and US$50 per contact hour. Additional charges include capital, instructional-materials, technology, and insurance fees; books, tools, kits, and uniforms may also cost extra. A government BTVI Tuition Grant may cover registration, instruction, electronic or printed books, and certification examinations, but not, among other things, the application, graduation ceremony, capital fee, or professional development. Eligibility depends, among other factors, on citizenship, the absence of other funding, a minimum course load, and, for returning students, a GPA of at least 2.0. BTVI pages list different application fees, so the current amount should be confirmed before payment.
