Languages in Antigua and Barbuda

English is the central language of instruction and examinations in the education system of Antigua and Barbuda. The Caribbean Examinations Council (CXC) counts Antigua and Barbuda among its 16 English-speaking territories and conducts its examinations in English. A local statutory designation of English as an official language has not been verified in the primary sources reviewed. Depending on the institution, schools offer English and other modern languages. French and Spanish are part of the national Modern Languages Programme; CXC examinations in these subjects connect language use with everyday life, school, work, shopping, and travel. Access to foreign-language instruction nevertheless differs between schools. Spanish has particularly high practical importance because of tourism, trade, diplomacy, and regional cooperation. An initiative announced in May 2026 proposes Spanish as a second official language and a core subject from preschool through secondary school. As of 22 July 2026, this proposal was still under review; it did not create an immediate nationwide requirement. Several successive implementation steps were proposed, depending on school readiness and year group. A lack of teachers, curricula, and materials makes expansion more difficult. The Spanish Desk supports access to services but is not a language-course provider. Antigua State College offers a Modern Languages concentration within Liberal Arts. Admission requires, among other things, English A or B, French or Spanish, Social Studies, and two other subjects. A full-time pathway takes approximately two years. The college lists EC$2,000 per year, EC$400 per part-time course, and EC$500 for a summer course; the offering, fees, and dates should be confirmed directly with the institution. At the UWI Five Islands Campus, SPAN0101 Beginners' Spanish I and FREN0101 Beginners' French I appear in the study handbooks. Depending on the programme, a foreign language there may be an option or a requirement and may need to be demonstrated throughout the undergraduate degree. The CXC offers several school examination pathways through CSEC, CCSLC, and CAPE. CSEC language examinations in French and Spanish can be taken in May or June as school or private candidates; retake examinations for private candidates typically take place in January. Registration usually takes place through the school, a local examination registry, or an approved examination centre. Local fees for Antigua and Barbuda cannot be reliably inferred from general CXC fee tables. CXC grades at Levels I to III are considered a basis for access to tertiary education programmes. According to the national SDG report, schooling in Antigua and Barbuda is generally free and compulsory for children aged 5 to 16. This does not create a general entitlement to a particular foreign-language course. For adults aged 16 and over, ABICE and the Harrison Centre offer daytime and evening access to functional education and continuing education; a current, explicitly language-focused offering is not documented. For independent learning, digital CXC curricula, recordings, and examination materials may be suitable. The Lifelong Learning Unit of UWI runs synchronous online courses; a general vocational continuing-education course lasting 10 to 13 weeks was published with a standard fee of 675 ECD, but it was not identified as a current language course. A ten-week online Conversational Spanish course costing 650 ECD is documented for 2021, but a current repeat has not been confirmed. A uniform nationwide language-learning portal and comprehensive CEFR, DELF, DELE, or HSK offerings are not documented. There is also no documented general requirement to provide a particular foreign-language certificate for work or residence. Public schools through secondary level are free; from June 2026, free CSEC subjects and, subject to conditions, a first undergraduate degree at ABCAS institutions and UWI were also announced. Postgraduate programmes and vocational programmes are usually fee-based.
