Angola has no single national arrival, welcome or registration service. The functions are distributed among the Serviço de Migração e Estrangeiros (SME), Angolan consulates and MIREX before travel, Administração Municipal, SIAC, SEPE, AGT and health services. The correct procedure depends on whether the stay is for tourism, work, residence or another purpose. Before travelling, check the visa requirement for your nationality and purpose through the SME e-Visa system and an Angolan consulate. A tourist application commonly requires a passport valid for more than six months, proof of onward or return travel and an International Certificate of Vaccination or Prophylaxis (ICVP) when required. Simplified tourist processing is listed with a maximum of three working days, but fees, appointments and exact documents must be confirmed with the consulate or SME. Work or residence plans require the correct visa before travel; a tourist visa should not be assumed to cover them. Keep the original passport, copies of the passport and visa or e-Visa, travel and accommodation details, onward-travel proof where applicable, the ICVP, insurance with medical-evacuation cover and regular medicines with prescriptions. Store digital and offline copies of important documents. Minors may need consent or custody documents, depending on their circumstances and the requested service. The CDC records a yellow-fever entry requirement for arrivals aged nine months or older. Carry the ICVP and verify the current airline and SME requirements immediately before departure. Malaria risk exists throughout Angola, so discuss clinician-guided prevention before travel. Cholera transmission is widespread; use safe water and food, wash hands carefully and avoid untreated water. Regular passenger operations moved from Aeroporto Internacional 4 de Fevereiro to Aeroporto Internacional Dr. António Agostinho Neto (AIAAN) in Bom Jesus, Icolo e Bengo, with the transfer completed on 1 March 2026. Confirm the airport on the ticket and with the airline, and arrange onward transport to Luanda or another province in advance. Public transport coverage is limited in some areas; candongueiros are shared taxis, and road conditions can vary while roads are being recovered. At entry, SME conducts immigration control. Keep the entry stamp and visa evidence. At AGT customs, use via verde when you have nothing to declare and via vermelha for taxable or controlled goods. Declare prohibited or taxable items. Travellers carrying cash or traveller’s cheques of at least USD 5,000, and residents carrying at least USD 10,000, must declare the amount and keep the certified declaration. Personal objects are generally customs-exempt under CIAM guidance, while Kwanza is not exportable. After arrival, establish the actual address through the Administração Municipal or Portal do Munícipe. The local process may involve Registo de Munícipe and an Atestado de Residência. SIAC provides an Atestado de Residência service, but guidance from provinces such as Cabinda and Cunene reports that a Cartão do Munícipe replaces the Atestado in areas where that system has been implemented. Because there is no uniform national deadline or province-wide procedure evidenced, verify the local requirement before relying on one document. Foreign residents who need a Cartão de Residente through SME or SIAC generally need a signed request, the relevant form or file, a current Atestado de Residência, an Angolan criminal record, proof of means, two passport photographs, passport pages including the residence visa and proof of fee payment. The service page does not publish a uniform fee or processing time. A residence document is separate from a tourist or other temporary stay, and residence-card holders must notify SME when their domicile changes. Angolan citizens can obtain a BI through SIAC or the identification service. For foreign residents, the residence card is the central identification document for NIF purposes; foreign non-residents follow a sequential NIF registration process with AGT. The NIF is commonly needed for public and private administrative procedures. AGT and the Portal do Contribuinte provide registration, enquiry and update functions. SEPE aggregates government electronic services such as NIF functions, social-security registration, appointments and civil or public services. SIAC offers in-person administrative services and an appointment portal. Its directory lists locations including Talatona, Kalawenda, Cazenga/FILDA, Marconi, Cacuaco, Huambo, Zango, Caxito, Lubango, Benguela, Cabinda, Uíge, Luena, Malanje, Saurimo and Ondjiva. Coverage is not universal, so Administração Municipal remains a fallback where no suitable SIAC service is available. Listed SIAC hours are Monday to Friday from 08:00 to 15:00 and Saturday from 08:00 to 13:00; confirm local hours before travelling. The SIAC partner network includes AGT, INSS, EPAL, ENDE, banks and insurers. Utility, bank and insurance activation depends on the address and provider, and no uniform national fee or completion time is evidenced. For urgent health needs, INEMA provides pre-hospital assistance and assisted evacuation; the emergency number is 112. Medical capacity is materially better in Luanda than outside the capital, and private facilities may require payment in advance, which makes insurance and evacuation cover particularly relevant. Angola uses the Kwanza (AOA), and foreign exchange should be arranged through banks or casas de câmbio. Keep a cash reserve and a payment contingency because access to services and payment methods can vary. Angola uses UTC+1 and supplies electricity at 220/240 volts and 50 Hz. During the first days, keep valid documents, make truthful declarations, preserve certified customs records and confirm local administrative requirements rather than assuming that one province’s practice applies nationwide.
