Andorra has 275.3 kilometres of CG and secondary roads. Access from Spain usually runs through N-145 via La Seu d’Urgell, while access from France uses N-22, N-20 or N-320. The Govern, the Departament de Mobilitat, CENATRA, COEX, the Comuns and the Policia d’Andorra share responsibilities for traffic information, road maintenance, circulation and enforcement. National public transport uses the Línies de Transport Nacional Regular de Viatgers, including L1 to L7, Bus Exprés and Bus Nocturn. Services connect Andorra la Vella with Escaldes-Engordany, Sant Julià de Lòria, Encamp, Soldeu, Pas de la Casa, Arinsal, Ordino and La Cortinada; L7 continues to Auditori Nacional on weekdays with roughly 15-minute intervals, while L6 runs about every 30 minutes. The Estació Nacional d’Autobusos is the main bus station. Andorrans and national residents can obtain a free monthly pass for unlimited national regular bus travel through Mou_T_B, subject to the stated exclusions for already subsidised Bus Jove and Targeta Blava. Digital applications use a digital certificate, while applicants under 16 apply in person at the Estació Nacional. Non-residents pay normal zone fares; the published fare sheet lists €1.90, €3.45 and €4.80 for one-way journeys by zone, but passengers should check the current operator information. Bus Nocturn runs daily, with additional Friday, Saturday and eve-of-holiday services from 22:30 to 05:30. Road users generally need a valid licence, vehicle documents and insurance. The maximum speed is 90 km/h on general roads, 60 km/h on secondary roads, 50 km/h in urban areas, 30 km/h in Zona 30 and 20 km/h in Zona 20. The ordinary alcohol limit is 0.5 g/l; public-transport drivers and drivers of industrial vehicles over 3,500 kg, vehicles carrying dangerous goods and emergency vehicles are subject to a 0.0 g/l limit. Hands-free use is required for mobile phones, seat belts and child restraints are mandatory, and passing pedestrians, bicycles or VMP on interurban roads requires at least 1.5 metres of lateral clearance. The Túnel d’Envalira charges tolls, with the 2026 class 1 tariff at €8.10; parking prices are set by each Comú. CENATRA provides traffic information around the clock on 1802 1802, and the Mobilitat website and app publish congestion, incidents, webcams and equipment alerts. Special equipment is required across the Andorran road network from 1 November to 15 May. Depending on current road conditions, drivers need winter or M+S tyres, studded tyres, chains, snow socks or an equivalent system; chains or an equivalent system must be carried unless suitable winter or M+S tyres are fitted. Studded tyres are permitted only during the same period, and chains must not be used on a clear road. COEX manages snow clearance, avalanche control and winter road availability, and unsuitable vehicles can be immobilised. Andorra has no national railway. The nearest French rail access is L’Hospitalet-près-l’Andorre, about 11 kilometres by road from the border; Lleida Pirineus provides a Spanish alternative with high-speed rail connections. The Tramvalira or Seu-Andorra corridor remains a feasibility and design project rather than an operating rail or tram service. International scheduled buses serve more than 20 destinations in Spain, France and Portugal. Published examples include Barcelona Airport at €33 one way and €56 return, Toulouse at €36 and €64, and Lleida at €25 and €43; journey times are often around three hours but depend on traffic. Andorra has no airport within its territory. The Andorra–La Seu d’Urgell airport is outside Andorra, and a government-supported shuttle connects it with Andorra la Vella; current availability, timetable and fare must be checked when booking. Cycling exists both as road use and as a shared-mobility option. Cicland provides shared electric bicycles mainly in Andorra la Vella, Escaldes-Engordany and Sant Julià de Lòria, using an app or QR access. Residents temporarily receive free use under the current offer, while published annual, small-use and occasional tariffs start at €76.50, €30 and €3 respectively. Helmets are required on interurban roads and for cyclists under 16. Bicycles generally cannot use pavements except a marked vorera bici or another authorised space. VMP, including electric scooters, require a minimum public-road age of 16; riders aged 14 or 15 have narrower non-interurban access and need a moped licence and helmet for the specified interurban exception. Pedestrian areas and ordinary pavements are generally prohibited for VMP, and the applicable alcohol and drug rules also apply. Walking is public and permit-free. Pedestrians use pavements where available, and on an interurban road without a pavement they should keep to the left edge. Outside built-up areas at night, a reflective or illuminated element visible from at least 150 metres is required. Marked crossings should be used when one is available within 50 metres, including at roundabouts. Transport policy also supports lower-emission travel through free public transport, shared electric bicycles, charging points and the e-Engega vehicle-support programme. In 2026, e-Engega has a €500,000 budget and a deadline of 15 November or earlier exhaustion; legal residents can receive limited grants, subject to vehicle prices, aid ceilings and minimum retention periods.
Transport in Andorra
Andorra relies mainly on roads, national buses and private vehicles for travel within the country. The L1–L7 bus services connect the main parishes, while international buses link Andorra with Spain, France and Portugal. There is no national railway, and winter road conditions can require special equipment.

For regular travel within Andorra, use the national bus system if your timetable and destination fit; eligible residents can reduce recurring costs with the free monthly Mou_T_B pass. Use a car when you need flexibility or travel beyond the central valley, but include parking, tolls, traffic and winter equipment in the decision. For international travel, plan the road transfer as part of the journey because Andorra has no national railway or airport.
