El Salvador's higher education system is called Educación Superior and includes 41 higher education institutions, commonly known as IES. In 2024, the system comprised 24 universities, 13 specialized institutes and 4 technological institutes. Nine institutions were public and 32 were private. The Universidad de El Salvador (UES) was the country's public university. Universities generally offer multidisciplinary study, specialized institutes focus on defined professional fields, and technological institutes offer technical or technological qualifications up to Técnico or Tecnólogo. One unidad valorativa (UV) represents at least 20 hours of student work during a 16-week cycle. The usual academic structure allows two regular cycles and one extraordinary cycle per year. Each institution sets its CUM, the cumulative academic performance measure, and uses it for relevant academic or graduation decisions. Higher education institutions combine teaching, scientific research and social outreach. Admission normally requires a Bachiller certificate or a legally recognized foreign equivalent, together with the institution's own admission requirements. Each institution regulates admission, equivalencias and program-specific conditions. For the UES 2026 admission process, the general process uses an entrance examination. An excellence option can use PAES or AVANZO results, while a socioeconomic option may provide an exemption subject to the applicable conditions and available procedure. Qualification length depends on the program. A Técnico requires at least two years and 64 UV; a Profesor requires at least three years and 96 UV; and a Tecnólogo requires at least four years and 128 UV. A Licenciado, Ingeniero or Arquitecto normally requires at least five years and 160 UV. A Maestro requires at least two years and 64 UV after a Licenciado, Ingeniero or Arquitecto. A Doctor requires at least three years, 96 UV and a research thesis. Doctorado en Medicina and Doctorado en Odontología do not require a prior degree and require at least seven years and 224 UV. Medical study includes one year of internado rotatorio and one year of año social in El Salvador. A medical or dental Especialista follows the relevant doctorate and requires at least three years and 96 UV. El Salvador has no single national tuition schedule for all higher education. Private institutions set their own matrícula and fees, while additional costs can include insurance, examinations and graduation charges. The UES Programa Universal de Gratuidad covers tuition and fees for eligible undergraduate students; postgraduate study, graduate re-entry and exceptions follow separate UES rules. Institutions and programs may offer scholarships. UES-UESE programs include paid scholarships, a Beca de Estímulo, a Beca a la Excelencia and fee reviews. The 2026 UES scholarship rules cited in the research require at least a 7.0 average, full academic load and limited available funds; students with disabilities may qualify with at least a 6.0 average and at least half of the usual academic load. MINEDUCYT, through the Dirección Nacional de Educación Superior (DNES), authorizes institutions and programs, maintains records, supervises higher education and publishes statistics. The SNIEES supplies higher education information and statistics. The Consejo de Educación Superior provides advice and supports implementation of higher education rules. The Comisión de Acreditación de la Calidad Académica (CdA) handles voluntary institutional and program accreditation. Higher education institutions must participate in information-statistics and evaluation systems, but accreditation is not described as mandatory. Checking an institution's legal status and the authorization of the intended program with MINEDUCYT before applying helps distinguish a recognized study path from an unapproved offer. Graduation requires completion of the study plan and any additional institutional requirements. Servicio social may be required, depending on the program. At least 32 UV must be completed at the institution awarding the qualification. The institution issues the title and grades, which are submitted to the MINEDUCYT Registro y auténtica process. A foreign qualification follows an incorporation procedure. Completing a degree does not automatically guarantee employment; professional access can depend on the qualification, profession and other applicable requirements.
