Elections in Peru

Peru uses elections to choose public authorities and give democratic legitimacy to government. Voting is personal and secret, and eligible citizens participate under rules established by the Constitution and electoral law. Voting is generally compulsory for eligible adult citizens, with legal exceptions and consequences that can change, so official instructions should be checked for a particular election. National elections include the election of the President and members of Congress. Presidential elections may require a second round when the conditions for a first-round victory are not met. Congress is elected through electoral districts using party lists and proportional representation, so voters choose among parties and candidates in a system that combines individual names with the distribution of seats. Regional and municipal elections choose authorities for territorial government. These elections matter for services, infrastructure, land use, local development, and regional priorities. Peru may also use referendums or other forms of direct consultation when the Constitution and law allow them. Three institutions have especially important electoral roles. RENIEC manages civil identity registration and the national identity document, ONPE organizes and conducts voting and publishes operational information, and the JNE supervises electoral legality, resolves disputes, and handles important decisions about candidates and results. Before voting, a citizen should confirm registration, assigned polling location, voting arrangements, and the documents accepted for that election. At the polling place, officials verify identity, provide the ballot or voting material, protect secrecy, and record participation according to the official procedure. A valid vote must follow the instructions for marking the ballot. A blank vote expresses no selected option, while a null or invalid vote fails to meet the legal marking rules. These categories are recorded separately and can have different effects, so voters should read the ballot carefully. Political parties and electoral groups present programs, candidates, and lists. Campaign messages can inform voters, but they can also contain exaggeration, personal attacks, or false information. Comparing proposals, checking candidate backgrounds through official information, and looking for clear explanations of costs and responsibilities improves the quality of a decision. After voting, electoral bodies count and publish results through official procedures, and parties or citizens may use legally defined challenges. Elections create a chance to influence public direction, but they do not solve every problem immediately. Democratic participation also includes monitoring authorities, joining civic groups, discussing public policy, and respecting peaceful disagreement.
