State in Vietnam

Vietnam is officially the Socialist Republic of Vietnam. Its state system is based on socialist principles, national unity, public authority, and the leadership of the Communist Party of Vietnam, called Đảng Cộng sản Việt Nam or the CPV. The Communist Party sets broad political direction, while state institutions make and carry out laws and public decisions. Vietnam is therefore not organized as a system in which several parties regularly compete to form the national government. The National Assembly, called Quốc hội, is the highest state power body in Vietnam. It makes laws, decides important national matters, supervises state work, and elects or approves several senior state officials. The President, called Chủ tịch nước, represents the state and performs important constitutional, diplomatic, defense, and appointment functions. The Government, called Chính phủ, manages national administration and is led by the Prime Minister, called Thủ tướng Chính phủ. Ministries and other central bodies turn laws and national policies into administration. They work on areas such as education, health, transport, finance, labor, public security, and foreign relations. The judicial system includes People’s Courts, called Tòa án nhân dân, which hear cases, and People’s Procuracies, called Viện kiểm sát nhân dân, which supervise legal proceedings and exercise prosecutorial functions. These bodies operate within the socialist legal system and are different from courts and prosecutors in countries with separate common-law traditions. Vietnam also has local government in provinces, centrally governed municipalities, districts or equivalent units, and communes or equivalent units. People’s Councils, called Hội đồng nhân dân, make local decisions and supervise local administration, while People’s Committees, called Ủy ban nhân dân, carry out public administration. The Vietnam Fatherland Front, called Mặt trận Tổ quốc Việt Nam, connects the state with social organizations and communities. It supports public consultation, social oversight, civic participation, and the process used to introduce election candidates. For daily life, the state is the system that provides public services, issues official documents, collects taxes, manages land and infrastructure, protects public order, and applies laws. People usually deal with local administrative offices first, while central institutions set national rules and standards.
