Apprenticeship in Vanuatu

Vanuatu has a broad but fragmented vocational education system rather than one standard apprenticeship structure. The Vanuatu Qualifications Authority (VQA) regulates provider registration, course accreditation, Approval to Deliver, assessment and national recognition. A VQA-endorsed qualification normally requires a Registered PSET Provider, a VQA-accredited course and provider Approval to Deliver. The Vanuatu Qualifications Framework (VQF) places TVET Certificates I to IV at levels 1 to 4, while VQF and VQAF requirements support consistent quality and assessment. Training can combine practical work with classroom or workshop learning. VQA training packages use Units of Competency and Assessment Guidelines, and some programmes assess competence directly in a workplace. A workplace component is not guaranteed for every course. Vanuatu Institute of Technology (VIT), registered private, church and community providers, NGOs and donor-supported programmes offer different combinations of theory, practical training and workplace experience. Common fields include building and construction, joinery, electrical wiring, ICT, automotive work, mechanical engineering, hospitality, tourism, business, agriculture, aquaculture, fisheries, community services and creative industries. The available course, intake, location and practical component depend on the provider and programme. Rural and community-based options are significant. The Vanuatu Rural Development and Training Centres Association (VRDCTA) supports 40 Rural Training Centres across the six provinces. These centres provide non-formal vocational skills programmes for people who left school, young people, community members and people seeking self-employment or work. The Vanuatu Skills Partnership (VSP) funds demand-led training in areas such as creative industries, tourism, agribusiness, infrastructure and climate resilience through its National Coordination Office in Port Vila, Provincial Skills Centres and local providers or industry coaches. Delivery may take place in businesses, communities or blended settings. The Australian Pacific Training Coalition (APTC) offers Australian-accredited and non-accredited vocational courses, but its Vanuatu courses and intakes depend on current demand and programme availability. Access requirements vary. Entry to a VQF level 1 course usually requires completion of Year 10, with additional provider or course conditions possible. A place is not automatic. Applicants may need identification, education records and evidence of work experience. Distance between islands, transport, fees, internet access, language, literacy and numeracy, disability access, gender barriers and limited places can affect participation. APTC generally requires applicants to be at least 18 years old and may use course criteria, a literacy and numeracy indicator and a Vocational Knowledge Assessment. Vanuatu has no nationally uniform apprenticeship duration. VQA qualifications use credits, with one credit representing 10 hours and a normal full-time year representing about 1,200 hours or 120 credits. A certificate requires at least 40 credits or 400 hours, which is about four months of full-time study, although actual completion time depends on the course and delivery pattern. Providers may offer individual modules as short courses. Completing a module can lead to a Statement of Attainment, while a full qualification requires completion of its required components. Progression from Certificate I through Certificate IV, credit transfer, recognition of prior learning (RPL) or Skills Recognition Services may be possible, but none is automatic. Employers and trainees often make private or public-sector arrangements for internships, work experience or apprenticeship-like learning. Section 71 of the Employment Act, Cap. 160, authorises the Minister to make apprenticeship regulations concerning employer qualifications, the entry of young people and mutual rights and duties. The available research records that no such regulations had been made according to the Vanuatu Chamber of Commerce and Industry's 2024 guidebook. There is therefore no verified general entitlement to an apprenticeship contract, training allowance, minimum wage, fixed duration, leave or completion certificate. Employment rights depend on the actual employment status and contract, while attendance, assessment, safeguarding, occupational health and safety and fee rules depend on the institution or programme. Funding also differs by programme. The VSP National Skills Development Fund finances training services through contributions from the Australian Government, partner government departments, the private sector and individual trainees. APTC applications are free, but training may be privately or employer funded, and limited bursaries do not guarantee support. VIT and other providers may charge course or examination fees, and participants may also need to pay for materials, personal protective equipment, transport, accommodation or lost income. A qualification or skills programme can improve access to employment, self-employment and labour mobility, but it does not guarantee a job. Employer demand, practical ability, language, mobility, island location and the local economy continue to affect occupational entry. Regulated occupations and foreign qualifications require separate checks.
