The Hungarian state, or Magyar Állam, is the legal and institutional framework through which public authority is exercised. The Fundamental Law defines its basic constitutional order, institutions, rights, and responsibilities. The National Assembly makes national laws and approves public finances. The government implements laws, directs central administration, and prepares many of the proposals considered by parliament. The president of the republic is the head of state, while the prime minister leads the government. These offices have different constitutional roles and should not be treated as two competing heads of the executive administration. Ministries organize policy in major fields, but many personal cases are handled by administrative offices rather than by ministers. Government offices, known as kormányhivatalok, and district offices, known as járási hivatalok, commonly perform territorial administrative tasks. Government service points called kormányablakok provide access to many administrative procedures and help people identify the correct route. They are useful entry points, but not every case can be decided at the service counter. Courts decide legal disputes and criminal cases under the law. The prosecution service, police, Constitutional Court, ombudsman institutions, audit bodies, and other authorities have separate functions and legal powers. Municipalities, or önkormányzatok, manage defined local affairs through elected councils and mayors. Their tasks can include local public spaces, community services, local rules, and municipal property, but national law determines the boundaries of their authority. A public institution may act only within its legal competence. Applications, decisions, appeals, deadlines, identification requirements, and records therefore matter when a person deals with the state. Hungary's membership in the European Union adds another legal layer. EU rules affect some fields, but ordinary personal administration usually still begins with the competent Hungarian institution.
