Upskilling in Tuvalu

Continuing education in Tuvalu is fragmented but functional alternatives exist. The Ministry of Education, Youth and Sports (MEYS), its Education Department and TVSD Officer, the Pre-Service and Youth Departments, the University of the South Pacific (USP), USP Tuvalu Campus, Pacific TAFE, TMTI, TASTTI, Kaupule and community providers each cover different needs. TVET means technical and vocational education and training. USP Tuvalu Campus provides Pacific TAFE certificates, diplomas and advanced or professional diplomas through print, online and blended study, using USPNet, face-to-face tutorials, Moodle and Your Tutor. Course availability and cohort dates must be confirmed for each intake. The 2026 course range included community development, early childhood care, commercial cookery, individual support, accounting, business administration, disaster risk management, human resources, information technology, project management, procurement, resilience, training and assessment, fisheries, hospitality and cyber security. TMTI provides maritime training leading to a Maritime Certificate for Seafarers. Public information recorded 15 TMTI cadets in 2022, but a current intake and course plan was not publicly confirmed. TASTTI has provided practical technical and trade training in Funafuti since its launch in 2017; 34 trainees were recorded in 2021, while current operations and course schedules were not publicly confirmed. MKH Commercial School has offered secretarial studies for Year 10 dropouts. The Youth Department has operated vocational programmes through Youth Centres in Fiji, while CTC, TVSD and BCAT support community- or school-based skills development that can assist re-entry or upskilling. Access depends on the course. A USP Certificate III in Community Development may require Year 10 or Form 4, English and a minimum age of 18. Other courses commonly require Year 12 or Form 6, relevant work experience, a mature-student admission option or one to two years of related experience; some also require sound health. Project Management can require language, literacy, numeracy and skills, knowledge and experience assessments. A diploma commonly requires Year 12 plus two years of work experience, a Certificate IV or a mature-student admission option. USP Pacific TAFE tuition for Tuvalu-region students was approximately AUD 250 to AUD 890 per course in 2026, excluding living costs, travel, accommodation, materials and other possible fees. The published Semester 1, 2026 deadlines were 4 March for applications and 6 March for final registration. No current public fee schedule or intake calendar was confirmed for TMTI, TASTTI or MKH Commercial School. Historical information described MEYS-financed TMTI fees, accommodation and living costs of about AUD 12,000 per trainee for 18 months, but its current validity is unconfirmed. The Pre-Service Department coordinates government scholarships, stipends, tuition arrangements and reporting for Tuvalu citizens, mainly for regional study and training. Australia Awards Scholarships and Australia Awards Pacific Scholarships can support study or TVET pathways in Australia or the Pacific. The published 2027 scholarship application period was 1 February to 30 April 2026. Eligibility includes course-specific academic results or mature-applicant work experience, documents, interviews and compliance with scholarship conditions. Australia Awards may cover tuition, return airfare, living support, establishment costs, health cover and academic support. Australia Awards Pacific Scholarships may cover tuition, return airfare, living support, establishment costs, basic medical costs and academic support. Youth Department assistance is discretionary. Tuvalu has no general public entitlement to retraining, adult education, a place or financing under the available evidence. Recognition depends on the provider, qualification and relevant quality-assurance arrangements, including regional bodies or systems associated with SPC/PRQS, USP and NZQA. Planned work under TESP III referred to national qualification and quality frameworks and Pacific Register links, but current public operational NQA, NQF or NQAF registers were not found. Formal courses therefore offer clearer evidence of completion than informal or traditional skills learning. Regional mobility is often necessary for specialised qualifications because Tuvalu has nine islands, limited local cohorts and long travel distances.
