Tuvalu has vocational education and training through schools, community programmes, specialist institutes and regional providers, but apprenticeship is not established as one uniform national pathway. The Tuvalu National Curriculum and Policy Framework encourages schools and vocational centres to arrange workplace attachments or apprenticeship programmes. Available evidence does not show a central apprenticeship register, a single national training regulation, a standard employer contract, a nationwide assessment system or guaranteed employment after completion. School-based technical and vocational skills development operates in two of ten primary schools for Years 9 and 10 and in one of two secondary schools for Years 10 to 13. Building, Commerce and Accounting courses are available in Years 12 and 13. Community Training Centres operate at primary schools and in island communities, particularly for students who do not meet the secondary-school entry requirement. In 2022, Tuvalu recorded 152 vocational learners: 36 in primary Community Training Centres, 89 in secondary technical and vocational programmes, and 27 in PacTAFE programmes. Post-secondary practical options include trades training at the Tuvalu Atoll Science Technology Training Institute in Fongafale. Its subjects include carpentry, basic construction, plumbing, electrical work, welding and mechanics. The institute also offers or supports automotive, joinery, engineering and refrigeration-related training. Course registration, fees and duration are course-specific, and no fixed national completion period has been published. In 2024, the institute reported 92 learners, including six women, with a budget target to increase provision from three to five courses per year. The Tuvalu Maritime Training Institute is a statutory body for maritime education, practical training, competence assessment and certificates for seafarers. Its programmes may include residential practical training, but current availability and duration should be confirmed with the institute. Historical sources mention approximately one year or later 18-month programmes, but those figures should not be treated as current. PacTAFE, the University of the South Pacific Pacific TAFE and the Australia-Pacific Technical College provide regional qualifications, microcredentials or blended workplace and distance learning. The Ministry of Education and Human Resources manages education policy, technical and vocational skills development policy and approved pre-service support. Youth Department programmes, schools, Kaupule and employers may also contribute to practical training. Workplace learning can be arranged through an attachment, an employer-based programme or informal on-the-job learning. The available evidence does not establish a general obligation for an employer to retain a trainee, a uniform apprenticeship wage or automatic recognition of every workplace placement as a qualification. A person should therefore confirm who provides the instruction, how performance is assessed, which certificate is issued and whether the placement counts toward a named programme. When an apprenticeship or traineeship forms part of a contract of service, Tuvalu employment law treats the apprentice or trainee as an employee. A contract lasting more than three months must be written, attested and contain the required information. Pay slips, working-time rules and other employment protections apply. The ordinary limit is eight hours per day and 40 hours per week, subject to lawful reasonable additional hours. The Workmen's Compensation Act also covers apprentices and trainees. Children under 15 generally cannot work, authorised school or training programmes may apply to those under 16, and hazardous work is prohibited for anyone under 18. Recruitment and training discrimination based on sex, disability and other protected grounds is prohibited. Fees are not published in one current national schedule for all vocational providers. The Tuvalu Maritime Training Institute may charge fees set by its Board, while the Ministry of Education and Human Resources administers approved stipends and tuition support with merit-based selection. Donor and partner scholarships and regional training support may also reduce costs. General free education rules should not automatically be assumed to cover post-secondary vocational training. Training decisions should compare the provider, practical component, entry conditions, total cost, assessment method, certificate and likely employment or migration pathway.
Apprenticeship in Tuvalu
Apprenticeship-style training in Tuvalu combines practical workplace learning with vocational instruction, but no nationwide dual apprenticeship system has been documented. Schools, Community Training Centres, the Tuvalu Atoll Science Technology Training Institute, the Tuvalu Maritime Training Institute and regional providers offer different forms of vocational education. Workplace attachments may provide practical experience, while registration, assessment, duration and certification depend on the specific programme.
