Study in Tuvalu

The USP Tuvalu Campus has served Tuvalu since the early 1980s and supports about 330 students per semester. Local facilities include classrooms, study sheds, a computer and internet laboratory, audio-visual and satellite rooms, and a library. Students can use Moodle, Your Tutor, Student Learning Support and alumni mentoring. Education and cultural events are also offered, although local student clubs and formal student representation are not directly documented. USP provides Pacific TAFE certificates and diplomas, academic certificates and diplomas, undergraduate programs, postgraduate certificates and diplomas, master’s degrees and Doctor of Philosophy programs. Subjects include accounting, banking, computing science, climate change, economics, education, engineering, finance, information systems, law, management and science. A USP credit point represents 25 to 30 learning hours. An undergraduate course usually lasts 18 weeks and carries 7.5 credits, while an academic year carries 60 credits. Certificates require at least 45 credits, diplomas at least 60, and bachelor’s degrees 180, 240 or 300 credits depending on the program. A postgraduate certificate requires 30 credits, a postgraduate diploma 60, a master’s degree 120, and a Professional Diploma at least 70 credits. Admission normally requires Year 13 or Form 7, or a recognized equivalent. The USP Foundation program and mature admission provide other access routes. The Tuvalu South Pacific Form Seven Certificate generally requires at least an ACHIEVED result, at least 50% in English and three additional subjects; some programs add subject-specific requirements. The Tuvalu Senior Secondary Certificate represents Year 12 and may serve as a preparatory qualification rather than automatic admission to a study place. USP may apply English requirements and place applicants who do not meet them in an unclassified or bridging arrangement. Applicants can apply online or use a form. Typical documents include identification or a passport, a birth certificate, certified school or tertiary certificates and transcripts. A curriculum vitae, work reference or research intent may also be required for particular programs. USP handbook deadlines are generally 31 December of the preceding year for Semester I and 31 May for Semester II; late applications can incur a late fee. For 2026, the USP regional fee table lists Tuvalu in Australian dollars. A general 100-level DFL course costs about A$350, subject-based DFL courses about A$370 to A$580, and a general face-to-face or blended course about A$430. Tuition does not include travel, accommodation, study materials or living costs. The Ministry of Education, Youth and Sports, or the Ministry of Education and Human Resources Development in the 2026 budget, manages government scholarship administration through its Pre-Service Department, including scholarship rates, tuition support and academic reports. Selection is merit-based and non-discriminatory. The Student Education Loan Fund (SELF) supports students who cannot cover their costs from their own resources. The 2026–27 national budget assigns about $7.6 million to scholarships and a further $1.5 million to SELF and Pre-Service activities, but it does not show the higher-education share separately. Australia Awards Tuvalu provides about 10 awards each year for undergraduate and postgraduate study in Australia or the Pacific, with priorities including education, health, engineering and infrastructure. The 2026 criteria include being at least 18, maintaining Pacific residence, choosing a program unavailable locally or regionally, not already holding an equivalent higher qualification and not having an existing scholarship bond. Applicants generally need at least two years after graduation outside Australia for an Australia Awards Scholarship. Manaaki New Zealand Scholarships also accept applicants from Tuvalu; five Tuvalu awards for study beginning in 2027 were documented in the 2026 selection. USP qualifications are regionally recognized. Certificates, diplomas and bachelor’s degrees sit at Level 7 in the USP system, which is aligned with the Fiji Qualifications Framework and related Australian and New Zealand frameworks. A certificate or diploma may lead to a bachelor’s degree through a staircase or credit transfer arrangement. A postgraduate diploma can lead to a master’s degree, and a master’s degree can lead to a PhD. Study can lead to employment in Tuvalu, further study in the region or overseas, or a government or private-sector career after a Pre-Service pathway. A scholarship may include a return condition or service bond; no general automatic job entitlement follows from graduation. USP Senate, academic units, Student Administrative Services and the Tuvalu Campus govern academic study and administration. Tuvalu’s education ministry and its Pre-Service Department handle national scholarship matters, while the Ministry of Finance and Economic Development covers budget and SELF matters. No separate national higher-education commission or quality-assurance agency equivalent is established in the reviewed sources, so admission, qualifications and quality arrangements are primarily governed through USP’s regional system. TMTI, TASTTI, APTC and general technical or continuing education belong outside this academic higher-education scope unless a specific program is classified as a recognized tertiary qualification.
