Media in Zimbabwe

People in Zimbabwe receive and publish information through newspapers, news websites, radio, television, community and campus stations, subscription satellite or cable services, webcasting, video-on-demand services and social-media platforms. Radio, mobile services and social media have high practical relevance, while paid television and streaming access depend more strongly on household resources and network availability. A direct local equivalent to a dominant global on-demand catalogue was not evidenced; access generally combines internet or satellite connectivity with licensed local categories and external platforms. The Broadcasting Authority of Zimbabwe (BAZ) licenses commercial, community, subscription, open narrowcasting, datacasting, webcasting, video-on-demand, signal-carrier, national-service and public-broadcasting services. Its 2026 schedule lists, for example, community radio application and renewal fees of USD 200 and an annual fee of USD 500, webcasting or video-on-demand application fees of USD 1,000 and annual fees of USD 3,450, and national commercial radio application fees of USD 2,000 and annual fees of USD 15,600. Payments are made in local currency at the prevailing market rate, so the payable amount can change. The Zimbabwe Broadcasting Corporation (ZBC) is the public broadcaster, and the Electoral Act provides prescribed free access on the public broadcaster for contesting political parties and independent candidates. Community broadcasting is non-profit and community-focused; political-party programming and advertising are not permitted in that category. BAZ programme rules cover child safeguards, watershed periods, age labels and warnings, privacy and dignity, accuracy, balance, the right to reply, and restrictions on unverified stories. Non-news stations must provide at least three hours of news per day under the cited code, and programming should respect local languages and cultural sensitivity. Complaints normally go first to the broadcaster and then to BAZ. The Zimbabwe Media Commission (ZMC) deals with media freedom, ethics, accreditation, registration, complaints and access to information. A local journalist can use the ZMC accreditation framework, while a foreign journalist needs clearance from the Ministry of Information before entering Zimbabwe and then project accreditation through the ZMC; the clearance process is stated to take about 30 working days. The current ZMC fee position requires checking because a 2024 notice cited a 2022 fee schedule. Under the Freedom of Information Act, a request goes to the relevant information officer. The normal response period is no more than 21 days, or 48 hours where the request concerns life or liberty; reproduction, translation or transcription fees may apply, and an applicant can appeal to the ZMC. The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) regulates telecommunications and data protection functions, including the Data Protection Authority role. Its second-quarter 2025 figures recorded 12,827,031 active internet and data subscriptions, 81.83% internet penetration and 16,089,628 active mobile subscriptions, but subscription numbers do not equal unique people. The same report recorded 130.14 petabytes of mobile data traffic. In a 2024 POTRAZ child online safety survey, social-network adoption among the sample was 93%; reported platform use included WhatsApp at 84%, Facebook at 47%, YouTube at 42%, X at 38%, Instagram at 34% and TikTok at 31%. The Cyber and Data Protection Act treats anyone under 18 as a child and sets rules for consent, personal-data processing and privacy. Broadcast services must protect children through scheduling, warnings and age labels, while online exposure is predominantly mediated through social networks. The Constitution protects freedom of expression and media freedom, source confidentiality, access to information and correction rights. These protections do not cover incitement, hate speech, malicious injury to reputation or dignity, or malicious and unwarranted breaches of privacy. Section 31 of the Criminal Law Code can impose criminal liability for materially false publications prejudicial to the State, with a maximum penalty of 20 years. Journalism includes work by journalists, broadcasters and editors. The Voluntary Media Council of Zimbabwe (VMCZ) offers informal, low-cost self-regulation: any individual or institution may complain, but binding effect primarily applies to participating members. Public participation therefore includes information requests, complaints to ZMC or BAZ, VMCZ complaints and community-media engagement. The practical choice between media channels depends on whether the aim is broad reach, local geographic inclusion, professional publication, accountability, entertainment or direct social participation.
